At the seminar: Joining hands to push back counterfeit and poor quality goods to protect consumer health" on the afternoon of July 10, Mr. Duong Manh Hung - Deputy Head of the Hanoi Market Management Department said that in the past, the Department has strengthened inspection and control of food safety, especially dairy products, including the peak month.
However, with the rapid increase and variety of products, the authorities are facing many challenges in inspection and handling.
In the first 6 months of 2025, the Department inspected 645 violations and imposed administrative fines of tens of billions of VND. The authorities have seized more than 232 thousand smuggled products of unknown origin, including about 39 tons of frozen products.

Mr. Duong Manh Hung also mentioned some typical recent cases. In particular, the violation at the confectionery factory in La Phu, Hanoi Market Management has discovered and seized more than 23,000 products with signs of violating the origin. Considering that the incident showed signs of a crime, the Hanoi Market Management Department transferred the file to the police for investigation.
The Hanoi Market Management Force also discovered and temporarily detained 2.5 tons of rice with signs of counterfeiting after inspecting 5 rice businesses in Hanoi. In addition, more than 3,000 unlabeled milk and milk cartons and thousands of boxes and bags with signs of being erased and having their expiration date repaired have also been discovered and handled.
According to Mr. Hung, in the fight against trade fraud and counterfeit goods, especially for drugs, milk and food, the authorities are facing many difficulties. The subjects often operate on a large scale, on inter-provincial roads, in remote localities or border areas, causing many obstacles in inspection and handling.
The subjects also often take advantage of modern technology and e-commerce platforms and social networks to conceal their violations, making it difficult for the investigation and verification work.
Mr. Hung added that the coordination of information between authorities is sometimes not synchronous, leading to ineffective control and handling of violations. The work of product quality assessment, quality indicator assessment, and coordination between units has not been strictly implemented. In particular, the storage and preservation of goods after being confiscated is also a big problem, when the warehouse system is still lacking.
Regarding the cases of counterfeit goods in the pharmaceutical industry, Mr. Nguyen Cong Doanh, Director of TDT Pharmaceutical Joint Stock Company (representative of the Fucoidan 3-Plus Japanese brand) in Hanoi, said: "We are very concerned about the situation of counterfeit goods, counterfeit goods and drug smuggling rings for fake new drugs, because this not only directly affects the health of patients but also causes them to miss the "golden period" of treatment, especially for cancer patients who are facing many difficulties".
To deal with this situation, TDT Company has implemented anti-counterfeit measures, including attaching QR codes, anti-counterfeit stamps and genuine import codes to products. The company also recommends that customers provide information to issue VAT invoices, thereby affirming the quality and authenticity of the product.
