Quang Ninh Provincial People's Committee requested relevant units to make daily efforts to achieve the total state budget revenue target of VND 55,600 billion in 2024.
According to the report of the Department of Planning and Investment and the Department of Finance, by December 10, 2024, the total state budget revenue of Quang Ninh reached about 48,200 billion VND, equal to 91% of the estimate assigned by the Central Government.
Thus, from December 10 to the end of December 2024, budget revenue must reach about 7,400 billion VND, of which domestic revenue must reach 6,600 billion VND, to complete the annual plan.
In order to best complete the socio-economic targets for 2024, the People's Committee of Quang Ninh province requested the Department of Finance to focus on coordinating with relevant agencies, units, and local People's Committees in implementing the state budget estimates; promptly advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to strengthen the management of budget collection and implement financial measures to complete the assigned 2024 budget at the highest level.
The Provincial Tax Department focuses on urging organizations, businesses and individuals to declare and pay taxes according to the domestic revenue estimates assigned by the Provincial People's Council and Provincial People's Committee. There are drastic solutions to complete the collection of land rents from projects, organizations and individuals whose land leases have expired and whose contracts have not been renewed, and cases of land use that have not paid land rents.
Recover tax debts and land revenues of projects that have lasted for many years. Work with Vietnam National Coal and Mineral Industries Group (TKV) and Dong Bac Corporation to reach an agreement with enterprises to pay full taxes, fees, and mineral exploitation rights fees in accordance with the law.
Coordinate with the Department of Natural Resources and Environment and relevant agencies and units to review revenues related to mineral exploitation activities, urge units that have had their files approved for collecting fees for granting mineral exploitation rights for land mines, stone mines, etc. to ensure correct and full collection in accordance with regulations.
The Department of Natural Resources and Environment focuses on completing the legal basis to ensure that land mines serve as a source of filling materials for key projects. Preside over and promptly advise the Provincial People's Committee to approve the documents calculating the collection of fees for granting mineral exploitation rights of land mines, stone mines, etc. in accordance with regulations so that investors and project owners can promptly fulfill their obligations to pay the state budget in 2024.
Complete the land price calculation plan for projects that have been allocated land and submit it to the Land Price Appraisal Council for appraisal and submission to the Provincial People's Committee for approval.
Up to this point, revenue from import-export activities has exceeded the assigned target by 17,000 billion VND, while revenue from land use fees has difficulty completing the target, even falling short by thousands of billion VND.
In Ha Long City alone, the budget revenue from land use fees has so far only reached over 1,000 billion VND, equal to 21% of the plan and a shortfall of nearly 3,700 billion VND. The main reason for the low land use fee revenue in Ha Long City is directly related to the revenue from the Ha Long Xanh Urban Complex and Ocean Park projects. Both of these projects have not yet collected land use fees because the Provincial People's Committee has not approved the land price.
According to the revenue scenario, the revenue from the two projects is 3,558 billion VND (land use fee is 2,337.8 billion VND; one-time land rental fee is 1,220 billion VND, accounting for 40% of the revenue assigned by Quang Ninh province in 2024.
