According to the report of the People's Committee of Cua Ong Ward, the total area reclaimed to carry out site clearance for the project is 41.12 hectares, involving many households and organizations.
The implementation process is facing difficulties because some households have not agreed with the compensation and support plan for site clearance, affecting the progress of land handover for the project; some problems in verifying the origin of the land, construction status, and tree planting before July 1, 2004.
At the meeting, Mr. Le Van Anh - Vice Chairman of the People's Committee of Quang Ninh province - emphasized that the Quang Ninh LNG Power Plant project is a key project, of strategic significance in ensuring energy security and socio-economic development of the province.
Mr. Anh requested Cua Ong ward and related units to review decisions, documents, records, clearly identify the scope and ownership subjects to have solutions to completely handle the problems, ensuring compliance with legal regulations.
At the same time, Cua Ong ward and related units need to review appropriate support mechanisms, publicize compensation plans, and organize direct dialogues with people affected by the project. The units will complete all related plans and procedures in September 2025 to hand over the site for the project.
As Lao Dong reported, it was started in 2021 and is expected to put the No. 1 plant into operation for power generation in 2026, but the Quang Ninh LNG Power Plant Project has not yet been able to start construction.
The Quang Ninh LNG Power Plant project is located in Cua Ong ward, Quang Ninh province, invested by the Joint Venture of Vietnam Oil and Gas Power Corporation (PV Power) - Vietnam Mechanical and Installation Joint Stock Company and Tokyo Gas Co., Ltd - Marubeni Corporation with a total capital of about 2.2 billion VND.
Project capacity scale: 1,500 MW (including 02 generators, each generator has a capacity of 750 MW). The area of the project is 109.82 hectares, including 31.33 hectares of land and 78.49 hectares of water surface.
However, up to now, the authorities of Quang Ninh province have only cleared the land, reclaiming 4.9 hectares of land.
The Quang Ninh LNG liquefied natural gas plant, once completed, will be the first LNG power plant in the province, contributing to the implementation of the energy transition policy, contributing 9 billion kWh/year of electricity to the national power system, ensuring energy security, reducing greenhouse gas emissions and contributing about 57,700 billion VND to the local budget within 25 years.
