Information at the meeting of the Standing Committee of the Thanh Hoa Provincial Party Committee on March 14 said that the Central Group is currently an investor and contractor of 30 projects under construction in the area. Of these, there are 16 public investment projects, 12 investment projects using land and 2 investment projects under the PPP method.
Of the 30 projects mentioned above, 9 projects are behind schedule compared to the contract and project documents, including 5 public investment projects.
5 public investment projects are behind schedule: Dynamic Urban Development Project - Tinh Gia Urban Sub-project, Thanh Hoa Province; Coastal Road Project, Nga Son - Hoang Hoa section; Traffic Road Project from National Highway 47 to Ho Chi Minh Road, Tho Xuan District (phase 2); Quang Cu Eco-tourism Area Technical Infrastructure Project; Investment and Construction Project of Western Main Axis Traffic Routes - Nghi Son Economic Zone.
In addition, the Group currently has 10 projects facing many difficulties and problems in compensation for land acquisition, including: Project for synthesizing and developing dynamic urban areas - Tinh Gia urban sub-project, Thanh Hoa province; Project for connecting the North-South expressway, National Highway 1A to Nghi Son port; The Coastal Road Project, Nga Son - Hoang Hoa section; The Traffic Road Project from National Highway 47 to Ho Chi Minh Road, Tho Xuan District (phase 2); Quang Cu Eco-tourism Area Technical Infrastructure Project; Nghi Son Western main traffic route construction investment project; New urban area project along Nam Song Ma Avenue in Dong Hai Ward, Thanh Hoa City; Lam Son Industrial Park project; Le Thanh - Binh Hoa Industrial Park construction project; Hoang Hoa - Dong Dong Dong Dong Dong Industrial Park construction project; Hoang Hoa - Dong Dong Dong Dong Industrial Park construction project; Hoang Hoa - Dong Dong Dong Dong Industrial Park construction project; Hoang Hoa - Dong Dong Dong Industrial Park construction project; Hoang Hoa - Dong Dong Dong Industrial Park construction project.
The reasons for the project's delays are pointed out, including both objective and subjective factors. In particular, site clearance has encountered many difficulties due to some households not agreeing with the compensation plan, the legal regulations on land and compensation are constantly changing, causing difficulties in implementation.
In addition, the impact of the COVID-19 epidemic, strong fluctuations in raw material prices and scarcity of construction materials have also caused progress to stagnate. On the part of the Central Group, the subjective reason is that it has not focused enough capital, equipment and human resources for the projects, and the management and construction methods are not really effective.
The subjective cause was determined to be that investors and contractors have not concentrated on machinery, equipment, and materials for construction, are slow to implement, and have financial capacity that does not meet project implementation requirements.
The district-level counterpart funds allocated for site clearance compensation are still difficult and have not been allocated enough capital for the project; investors and bidding parties have not been proactive and urgently proposed solutions to remove obstacles to implement the project in accordance with legal regulations.
Thanh Hoa Provincial Party Secretary Nguyen Doan Anh highly appreciated the contributions of the Central Group in contributing to the development of Thanh Hoa, and at the same time requested the Central Group to complete the report to clearly state the shortcomings, difficulties and obstacles of each project; at the same time, commit to overcoming and completing the project in Thanh Hoa province. The progress report will be compiled and submitted to the Provincial Party Committee Standing Committee every 3 months.
According to the Secretary of the Thanh Hoa Provincial Party Committee, the Central Group must focus capital, equipment, and human resources to construct the projects. In case it cannot be implemented as committed, Thanh Hoa will resolutely recover them according to the law.
At the Conference, Mr. Mai Xuan Thong - Chairman of the Central Group acknowledged the shortcomings of allowing delays in many projects. Mr. Thong also pledged that in the coming time, the Group will focus all resources, efforts, and the highest determination to implement projects to ensure quality and progress.
