On April 1, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 26/CD-TTg requesting ministries, branches and localities to urgently review and report on investment projects with difficulties, problems and long-standing backlogs in the National Public Investment System.
According to the dispatch, in recent times, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, long-standing backlogs, urgently having solutions to immediately implement projects, contributing to promoting socio-economic development, not wasting assets and money of the state, businesses, people and society.
To help the Prime Minister direct specific and regular work, the Prime Minister has established a Steering Committee on reviewing and removing difficulties and obstacles related to projects (called the Steering Committee) in Decision No. 1568/QD-TTg, headed by Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh.
On March 30, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Steering Committee on reviewing and removing difficulties and obstacles related to projects. The Prime Minister assigned the Ministry of Finance to build a database system and instruct ministries, central and local agencies to unify data entry and provide information on investment projects with difficulties, problems and long-standing backlogs.
In order to promptly remove difficulties and obstacles for long-standing projects to put projects into operation to avoid wasting invested resources, in order to free up and effectively exploit state and investor resources, the Prime Minister requires a number of tasks:
Ministers, Heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities continue to review and complete the entry of data on investment projects facing difficulties, obstacles, and long-standing backlogs for projects that have been reported to the Steering Committee.
At the same time, continue to review and update additional projects that detect problems and difficulties that need to propose solutions, report to competent authorities for consideration and resolution.
Reviewing and updating information and adding projects, proposing solutions to implement on the database system of projects with problems and difficulties according to the link: "dautucong.mpi.gov.vn", information field "Steering Committee 1568", section "Ministries, branches, and units enter information". The completion date is until April 10, 2025.
The dispatch clearly stated that after April 10, the database system will not receive more information, ministers, heads of ministerial-level agencies, agencies under the Government and Chairmen of People's Committees of provinces and centrally run cities who do not direct the update of additional projects will be considered no more projects with problems and difficulties that need to be reported to competent authorities for resolution and responsible to the Government, the Prime Minister and the law for not fully reporting and proposing according to the Prime Minister's request.
The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to direct ministries, agencies and localities to carry out assigned tasks, handle and resolve arising issues within their authority, and report to the Prime Minister on issues beyond their authority.
