As Lao Dong reported, on March 30, at the Government headquarters, a meeting was held to review and remove difficulties and obstacles related to projects to listen to reports on the situation of reviewing, evaluating, and finding solutions to continue to remove difficulties and obstacles for projects that are still pending.
The total number of projects facing difficulties and obstacles is 1,533 projects (including 338 public investment projects, 1,126 non-budget investment projects and 69 PPP projects).
Of which, the National Assembly's handling authority is 22 projects; the Prime Minister's handling authority is 136 projects; the handling authority of ministries and branches is 107 projects and the rest is the handling authority of localities.
The Ministry of Finance has preliminarily classified difficulties and obstacles into 17 groups of related issues such as: Handling of public assets; management, use, and allocation of public investment capital; changing land use purposes; stopping, reclaiming, and terminating project activities.
At the same time, classify projects according to their authority to handle difficulties and problems of: National Assembly, Government, Prime Minister, ministries, branches and localities.
For the Bach Mai Hospital and Viet Duc Hospital, Facility 2, the Government has issued Resolution 34 to remove difficulties and obstacles and soon put the two projects into operation to serve the needs of medical examination and treatment of the people, ensuring the goal of preventing waste.
The Government has submitted to the National Assembly Resolution No. 170/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations and judgments in Ho Chi Minh City, Da Nang, Khanh Hoa; Resolution No. 171/2024/QH15 on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
At the meeting on March 30, Minister of Justice Nguyen Hai Ninh said that removing difficulties and obstacles for projects must ensure the leadership of the Party, in accordance with the provisions of law.
However, the regulation "in accordance with the law" is also stuck in reality: "localities when handling projects in difficulty see that there are no legal regulations but think that they cannot comply with the old legal regulations. If it is written "accurately according to the law", it is often stuck.
Therefore, Minister Nguyen Hai Ninh proposed to add 1 content in cases where there are no legal regulations to adjust or there are regulations but they cannot be resolved, the competent authority must issue a document or propose a legal document to resolve it.

Lieutenant General Pham The Tung - Deputy Minister of Public Security - stated the reality of the difficult story of many years related to site clearance.
According to the Deputy Minister of Public Security, site clearance is regulated in the law. But why is it slow? Because of fear of responsibility. Therefore, he proposed to develop a specific process for site clearance.
If all issues related to the legality and rights of the people are resolved and when the project is implemented, the compensation will be paid to the bank and enforcement will be organized.
Lieutenant General Pham The Tung said that such determination is needed to implement. Tighten regulations in law and through procedures to create conditions for localities.
According to the Steering Committee's 2024-2025 work plan, the units will organize inspection teams for projects at pilot ministries and localities to review and resolve problems, then report to competent authorities to allow the replication of similar contents nationwide.
