One-time tax increase for pickup trucks, many people easily lose their jobs

Delegate Nguyen Thi Viet Nga said that there should be a roadmap to increase special consumption tax on pickup trucks instead of increasing it once as in the draft Law.

On the morning of March 26, the National Assembly's full-time delegation conference discussed the Law on Special Consumption Tax (amended).

Regarding the proposal to increase tax on pickup trucks, delegate Nguyen Thi Viet Nga (Hai Duong Delegation) proposed a roadmap to increase tax instead of increasing it once as in the draft Law.

According to the Russian delegate, according to the current Law on Special Consumption Tax (TTDB), this car model is subject to a tax rate of 15%-25%.

If applied as proposed in the draft Law (the rate will be applied at 60% for passenger cars with xilanh capacity), the tax rate can be increased to at least 9% or sometimes double.

Accordingly, the draft Law proposes to reduce the special consumption tax rate for double-cabin cargo pickup trucks at 60% of the rate for passenger cars. Thus, the new tax rate for this vehicle will increase from 15%-20%-25% to 24%-36% and 54%.

This delegate added that increasing high tax rates at one time will affect customer psychology, reduce vehicle consumption, and lead to a decrease in sales of this car line.

This will even lead to hundreds of people losing their jobs, reducing state budget revenue from related taxes such as import taxes, registration fees, license plate fees, value added tax... for both domestically produced and imported vehicles.

The female delegate suggested that it is necessary to stipulate a roadmap to increase the special consumption tax rate for pickup trucks carrying double-cabines for 3 years (from 2027-2030).

In the report explaining, accepting and revising the draft Law, the Economic - Financial Committee said that during the process of giving comments on the draft Law, some opinions suggested considering the appropriate roadmap and increase level.

There are also opinions that applying the same tax rate for pick-up cars as other types of cars is not appropriate. Some opinions suggested considering and clarifying the basis for the proposed tax rate of 60% for regular cars.

The Standing Committee of the Economic and Financial Committee believes that double-cabin cargo pick-up vehicles are essentially trucks with the main function of transporting goods, serving small and medium-sized businesses, convenient and simple in transporting goods.

Therefore, according to current regulations, the special consumption tax policy for this car line has been given much more incentives than other types of cars.

According to the report, the drafting agency is currently considering to be able to propose a suitable application plan according to the roadmap to create conditions for businesses to have time to adjust production and business plans.

Clarifying this issue, Deputy Minister of Finance Cao Anh Tuan said that according to traffic regulations, pickup trucks are treated as passenger cars, so within the authority of the Government, it has proposed a special consumption tax of 60% of the rate of passenger cars.

Regarding the opinion that a one-time tax increase could have a "sidden" impact on the market, the Deputy Minister of Finance said that he is working with the Economic - Financial Committee to study and propose a roadmap for tax increases.

If approved, the tax will be increased according to the roadmap for 3 years, respectively by 50% - 55% - 60% of the price for passenger cars.
