The private economy is making its first impression on the development journey
Currently, Quang Ninh has more than 12,000 enterprises, of which private enterprises account for nearly 98%, contributing over 57% of GRDP, creating jobs for tens of thousands of workers. Many national-scale projects such as Van Don International Airport, Ha Long - Van Don - Mong Cai Expressway, Ha Long International Passenger Port... left a strong impression on the State budget.
However, the picture of developing the ICP still has many dark colors. Most of enterprises are micro, small and medium-sized, with limited financial and governance capacity, low technology and innovation. Labor productivity, operational efficiency and overall competitiveness are still weak, while strategic thinking and connections with state-owned enterprises and FDI enterprises are not clear.
Implementing Resolution 68, Quang Ninh has issued an action plan, established a Steering Committee, and persistently reformed administration, shortened the time to handle procedures, creating a transparent and favorable investment and business environment for businesses.
An important highlight in the development of enterprises in recent times is the policy to encourage business households to convert to enterprises. With tax exemption incentives for the first 3 years and support for training, legal advice, and governance, nearly 23,000 business households in Quang Ninh are facing the opportunity to enter a more professional playground.
As a result, in just the first 8 months of 2025, the whole province had 309 newly established enterprises (up 10.7% over the same period) and 269 enterprises returned to operation. This is a positive signal, but also requires continuing to create breakthroughs for the ITS to develop more strongly and sustainably.

Towards 2030
Quang Ninh aims to have at least 5 enterprises in the Top 500 largest enterprises in Vietnam by 2030 according to the VNR500 Program. The IT sector accounts for 35-40% of the province's total budget revenue, creating jobs for about 85% of the total number of workers. At the same time, Quang Ninh enterprises will be among the leading groups in the country in application, science and technology transfer, innovation and digital transformation.
Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute - emphasized: "Quang Ninh needs to continue to seize opportunities and have timely support policies for the development of the ICP. In particular, it is advisable to build a separate mechanism for specific areas such as Van Don Special Zone - where there is a lot of potential and opportunities to become a new driving force for the province's development".
From a business perspective, Mr. Pham Thanh Chien - Chairman of Ha Long Pacific Joint Stock Company - said: "Resolution 68 has created new momentum for tourism businesses to break through, promoting digital transformation. We hope that Quang Ninh province will continue to develop strategic infrastructure, improve service quality and propose to the Central Government to pay attention to reforming visa policies. In particular, expanding visa exemption to 50-60 key countries, applying multiple e-visas (1-3 years) to high-spending customers, MICE customers, and having a separate visa mechanism for cruise ship tourists.
With the support of local authorities and the personal efforts of enterprises, the Quang Ninh socio-economic development area has the basis to become a "leading bird" in economic development, contributing to the strong rise of Quang Ninh.
