Gradually forming synchronous industrial clusters
Duc Hiep Industrial Cluster (CCN) (Long Hung commune, Hung Yen province) invested by Duc Hiep Investment Joint Stock Company has a scale of more than 54 hectares, located in Nua, Duong Xa and Tong Xuyen villages.
With the orientation of developing into a multi-industry industrial cluster, the project prioritizes attracting fields with high technology content and high added value such as textiles, packaging, pharmaceuticals, cosmetics, medical equipment, mechanics, electricity - electronics and supporting industries.
According to the plan, the project is implemented in a multi-stage roadmap to ensure the synchronicity of technical infrastructure and be suitable for the ability to attract secondary investors.
In which, phase 1 has an area of about 15 hectares, identified as an important starting step, focusing on building main internal traffic routes such as planned roads No. 1, No. 2, along with the operating center and essential technical infrastructure.
The next phase expands on a larger area, focusing on completing the transportation system, leveling the ground and synchronous infrastructure items, gradually putting the entire IC into complete operation.

Representatives of Long Hung Commune People's Committee said that the project is currently in the process of completing legal documents, in which the 1/500 detailed plan is being prepared and submitted for approval. Phase 1 has been approved for conversion of rice land use purposes according to the resolution of the Provincial People's Council.
The site clearance for this area has been basically completed and the investor has been allocated and leased land to implement the project.
Site clearance is a key "knot".
With a large scale and wide scope of impact, Duc Hiep IC has a total of hundreds of households in the land acquisition area. Specifically, phase 1 with an area of 15 hectares involves more than 320 households, while phase 2 expands on an area of 39 hectares, affecting 304 households.
The large number of affected households makes site clearance work identified as a key task, which is decisive for the overall progress of the project.
Over the past time, local authorities have focused on propaganda and mobilization, and at the same time coordinated with relevant units to implement the steps of inventorying, compensation, and support in accordance with regulations.

For phase 1, site clearance has been completed, creating favorable conditions for the investor to implement the next steps. Currently, the locality is coordinating with Land Fund Development Center No. 2 (Hung Ha Regional Branch) to continue implementing phase 2 site clearance with an area of about 39 hectares.
However, according to a representative of Long Hung Commune People's Committee, the implementation process also faces many difficulties, especially in the context of implementing the two-level local government model. The reorganization of the organizational structure has made the process of handling dossiers between specialized agencies not synchronized, and the system of forms and administrative procedures is in the process of completion.
This leads to some dossiers having to be adjusted and supplemented many times, prolonging the implementation time.

Faced with this reality, Long Hung Commune People's Committee proposed that the Provincial People's Committee and departments and branches soon issue unified guidelines on the process of receiving, appraising and resolving administrative procedures for industrial cluster infrastructure projects, in order to remove obstacles and accelerate the implementation progress.
In the coming time, the locality determines to continue to complete legal documents, accelerate the progress of site clearance phase 2, and at the same time coordinate with the investor to deploy infrastructure construction phase 1 according to plan.
Investment attraction will also be promoted in the direction of selecting clean, low-pollution industrial enterprises such as light mechanics, electricity - electronics, environmentally friendly garments, logistics and food processing that meet standards.
The gradual completion of infrastructure, along with the orientation of selective investment attraction, is expected to help Duc Hiep IC soon become an attractive destination for businesses, contributing to promoting sustainable industrial development in the locality.
