Accordingly, the People's Committee of Thac Ba commune issued Decision No. 764 to administratively sanction Dien 2 Construction and Installation Company Limited (headquartered in Ho Chi Minh City, represented by Mr. Dang Hoang Phuong) with a total amount of 137.5 million VND for illegally destroying natural forests.
According to verification, from July 13 to 17, 2025, in sub-zone 237, compartment 2 in Da Trang village (Thach Ba commune), Dien 2 Construction and Installation Company Limited - the construction unit of the Lao Cai - Vinh Yen 500kV transmission line project - has cut down an area of 2,442m2 of natural forest produced by the People's Committee of Thac Ba commune.
This behavior violates the provisions of Decree 35/2019/ND-CP of the Government on administrative sanctions in the forestry sector (amended and supplemented in Decree 07/2022/ND-CP).
Notably, during the working process with local authorities on August 11, 2025, the company also showed signs of evasion, concealing violations, and violating additional regulations in the Law on Handling of Administrative Violations.
In addition to the fine of 137.5 million VND, the People's Committee of Thac Ba commune forced Dien 2 Construction and Installation Company Limited to restore the existing state of damaged forests and replant forests with suitable native trees, to be completed before November 30, 2025.
The implementation process will be supervised by the Commune Economic Department and the Local Forest Protection Mass Group.
The People's Committee of Thac Ba commune affirmed that if the enterprise does not strictly comply with the penalty decision within the prescribed time limit, it will be forced to comply, and will have to pay an additional late payment fine according to regulations.
Previously, the People's Committee of Thac Ba commune also fined Thai Binh Duong Joint Stock Company more than 137 million VND for destroying forests to construct the 500kV Lao Cai - Vinh Yen line.
