Many directors have been temporarily suspended from leaving the country
According to the announcement from the Thanh Hoa provincial tax authority on August 26, since mid-August 2025, a series of business leaders in the area have been subject to temporary suspension of exit.
The first case is Mr. Nguyen Dinh The (born in 1985, residing in Street 4, Quang Phu Ward, Thanh Hoa), Director of Phu Xuan Phat Construction Joint Stock Company (tax code 2801728732, head office of Lot 06 MBQH 2056, Hac Thanh Ward, Thanh Hoa). This enterprise is being forced to enforce administrative decisions on tax management and has not fulfilled its budget payment obligations. Mr. The has been temporarily suspended from exit from August 22, 2025 until tax obligations are fulfilled.
Next, Mr. Le The Linh (born in 1984, residing at 06 Hop Nhat Sub-area, Nong Cong Commune, Thanh Hoa), Director of Le Minh 03 Electromechanical Company Limited (tax code 2802659376, headquartered at Lot 78-79 MB 934, Hac Thanh Ward, Thanh Hoa) was also temporarily suspended from leaving the country from August 18, 2025. Reason: the company is subject to enforcement of the tax management decision but has not paid in full.
Another case is Mr. Nguyen Huu Cuong (born in 2019, residing at 02 Le Van An, Dong Bac Ga Urban Area, Hac Thanh Ward, Thanh Hoa), Director of VLXD Stone Exploitation and Xuan Tien Services Cooperative (tax code 2801394423, headquartered at 51 Le Loi Avenue, Hac Thanh Ward, Thanh Hoa). Mr. Cuong was temporarily suspended from exit from August 22, 2025 because the cooperative had not fulfilled its tax obligations.
These measures are implemented in accordance with the provisions of the 2019 Tax Administration Law, the 2019 Exit and Immigration Law and Decree 49/2025/ND-CP of the Government.
Many other businesses are under warning
In addition to the cases that have been applied, Thanh Hoa Provincial Tax also issued warnings to many other enterprises that still owe taxes, requesting urgent payment in full before the set deadline. If the deadline is exceeded, the measure of temporarily suspending exit will be implemented.
Mr. Nguyen Thai Quang, residing at 264 Tran Phu, Hac Thanh Ward (before registering in Ba Dinh Ward, Thanh Hoa City), is the director of Viet Thanh Phong One Member Co., Ltd. (tax code 2801433834). The enterprise has stopped operating but has not terminated the tax code, and still owes taxes. The Provincial Tax Department has set a deadline of September 17, 2025 to pay in full, otherwise it will request the Immigration Department to apply temporary suspension measures.
Mr. Le Minh Tu, legal representative of Giang Khanh Trading Company Limited (tax code 2802624038, headquartered at Lot B1.8 Bac Cau Hac Urban Area, Hac Thanh Ward, Thanh Hoa) currently owes taxes. Previously, the tax authority issued an enforcement document by revoking the business registration certificate.
Mr. Bui Nhat Linh, residing in Quarter 4, Bim Son Ward (before registering in Ba Dinh Ward, Bim Son Town), Director of Linh Phat Infrastructure Investment and Development Joint Stock Company (tax code 2803077797), still owes taxes. The enterprise has been notified to stop operations at the registered address but has not fulfilled its tax obligations.
Mr. Trinh Ngoc Dung, residing in Zone 3, Vinh Loc Commune (formerly Vinh Loc Town), Director of Tay Do Real Estate Investment and Trading Joint Stock Company (tax code 2803023311, head office No. 384 MBQH 155, Hac Thanh Ward, Thanh Hoa), still owes taxes.
Mr. Pham Huy Hieu, residing in Hamlet 5, Nga Son Commune, Thanh Hoa, is the director of Pham Huy Real Estate and Construction Company Limited (tax code 2802880296). This enterprise currently owes taxes and has been notified to stop operations at the registered address since the beginning of 2025.
According to Thanh Hoa Provincial Tax, the application of temporary exit suspension measures aims to improve deterrence, forcing businesses and individuals to strictly fulfill their tax obligations. Cases of intentional delay or abandonment of registration addresses will be strictly handled according to the law, at the same time, information will be made public and transparent for society to monitor.
Thanh Hoa Provincial Tax Department recommends that businesses need to urgently handle debts, avoid resorting to strong measures such as account enforcement, asset seizure or temporary suspension of exit, affecting production and business activities as well as personal rights.
Previously, Lao Dong also informed that Thanh Hoa Provincial Tax Department had issued a decision to temporarily suspend exit for a series of directors who are business owners with tax debts.
