Hanoi - Hoa Binh Company Limited was fined VND260 million for organizing construction without a construction permit.

On December 21, the People's Committee of Vinh Hung Ward (Hanoi) announced that it had issued a decision to administratively sanction Hoa Binh Company Limited (address: Ngoc Ha Ward, Hanoi City, Mr. Nguyen Huu Duong is the legal representative) for organizing construction without a construction permit.

The People's Committee of Vinh Hung Ward said that the land plot at 4-6-8 lane 321 Vinh Hung Street is owned by Vinh Hung Real Estate Investment and Trading Joint Stock Company.

The land has a total land area of 8,794m2, including 3 areas. Area 1: Land plot for the Vinh Hung High-rise Social Housing Construction Project, area: 4,516m2. Area 2: Public land plot for residential units and commercial services (F1/CCDV9), area: 2,316m2. Area 3: The traffic land is within the planning road opening area, area 1,962m2.

On June 17, 2025, the Hanoi People's Committee issued Decision No. 3021/QD-UBND allowing Vinh Hung Real Estate and Trading Investment Joint Stock Company to change the land use purpose to implement the project; allowing the Joint Venture of Vinh Hung Real Estate and Trading Investment Joint Stock Company and Hoa Binh Company Limited to be the investor to build the Vinh Hung High-rise Social Housing Project on a plot of land with an area of 4,516m2 (works subject to exemption from construction permits). Construction scale: 31 floors, technical stairs and 3 basements.

In August 2025, the investor started the project while lacking approval documents on fire prevention and fighting, environmental licenses, approval documents on clearance altitude, records on technical infrastructure connection, etc. The construction unit demolished and cleared the site but has not yet conducted a survey on the current status of adjacent works.

On September 25, 2025, after 2 written notices, the People's Committee of the ward continued to request the investor to stop construction of the High-rise Social Housing Project until all legal documents were completed according to regulations, to overcome people's complaints.

Meanwhile, at the land plot marked F1/CCDV5 (public land for residential units and commercial services) with an area of about 2,316m2, Hoa Binh Company is organizing the foundation and erecting solid reinforced concrete pillars (high-altitude expressway and urban railway works/overpass on the system of central reinforced concrete pipe piles and hollow beams).

Through inspection, the project investor could not present any documents or legal documents related to the approval or grant of a construction permit at the plot to the People's Committee of Vinh Hung Ward.

On November 28, 2025, Hoa Binh Company issued Document No. 173/CV-HB, explaining the construction of the project at lane 321 Vinh Hung.

According to the document, the purpose of the project is to pilot solutions for the construction of high-altitude highways and urban railways, overpasses with a system of stacked concrete pipes with fiber optic and hollow beams, serving scientific research, technology and innovation. The company confirmed that after completing the experiment, the project will be dismantled and the site will be returned according to the plan.

On December 17, 2025, in response to the investor's violations, the People's Committee of Vinh Hung Ward issued Decision 2350/QD-XPHC to administratively fine Hoa Binh Company VND 260 million for "organizing construction without a license" according to the provisions of Decree 16/2022/ND-CP on administrative sanctions in the construction sector.

The local government requires investors to take remedial measures within 90 days from the date of receipt of the decision.

If Hoa Binh Company fails to voluntarily comply within the deadline, it will be forced to comply according to the provisions of law; for each day of late payment of fines, the Company must pay an additional 0.05% of the total amount of unpaid fines.
