According to Vice Chairman of Hanoi People's Committee Truong Viet Dung, the capital's economy is recovering clearly. Gross regional domestic product (GRDP) in the first 9 months of 2025 increased by 7.92%; in the third quarter alone, it increased by 8.2%. The scale of GRDP is estimated at 63.5 billion USD, accounting for 12.5% of the country's GDP. Accumulated budget revenue as of November 6 reached VND 583,000 billion (113.5% of the estimate), up 37% over the same period in 2024 - the highest increase in 5 years. FDI reached 3.9 billion USD, 2.3 times higher than the same period.
Bank credit grew strongly, outstanding loans reached VND5.5 million billion (up 22.76%). Tourism services continue to be vibrant, the business environment has been positively improved. In 10 months, nearly 28,000 new enterprises were established with a total registered capital of nearly 350,000 billion VND.
Hanoi has drawn many valuable practical lessons, creating specific changes at each level and in each field. Public investment disbursement should actually be organized as a large-scale economic - administrative campaign with goals, progress, sanctions and a quick response mechanism.
The groundbreaking of key projects associated with synchronous communication is considered a "positive" solution, both promoting disbursement at the right time, creating a political - social atmosphere and spreading the development effect.
In October 2025, on the occasion of the 71st anniversary of the Liberation of the Capital, Hanoi started 8 major projects with a total investment of 68,000 billion VND, in key areas such as transportation, healthcare, education, culture and urban areas. Notable are Tran Hung Dao Bridge, Thuong Cat Bridge and urban railway line No. 2, contributing to connecting the region, reducing congestion and expanding space for sustainable development.
Along with that, projects such as Co Linh tunnel, Ngoc Trai Theater, Le Hong Phong Staff School and Hanoi Nephrology Hospital ( facility 2) help synchronously upgrade cultural - medical - training infrastructure. These projects not only arouse a sense of responsibility in construction, strengthen social trust but also create a new vitality for the business community. In the long term, this will be a new source of growth value for the capital.
Along with the above solutions, digital transformation is becoming an important pillar in sustainable socio-economic development, not just stopping at administrative tasks. The two-level local government model must be effective in conjunction with implementation capacity at the grassroots level and a direct and flexible coordination mechanism.
Vice Chairman of Hanoi People's Committee Truong Viet Dung said that this week, Hanoi will launch a 45-day and night peak period to achieve the target of GRDP growth of 8% or more in 2025.
