As soon as Decision No. 381 QD-BTC, dated February 26, 2025, of the Ministry of Finance on merging tax branches nationwide took effect from March 1, 2025, the Hai Phong Tax Department and the Quang Ninh Tax Department immediately started implementing it.
Accordingly, in addition to merging the general direction and management work, many cadres and civil servants of the Quang Ninh Tax Department also moved to work at the headquarters of the Tax Department of Region 3 - the headquarters of the Hai Phong Tax Department in Hai Phong City.
However, according to the latest decision of the Ministry of Finance, these two units will separate.
According to a former officer of the Quang Ninh Tax Department, activities are still taking place normally, such as when the two sides merged into the Tax Department of Region 3, it is not clear when they will separate.
According to Decision No. 381 QD-BTC, dated February 26, 2025, of the Ministry of Finance, in addition to the Quang Ninh Tax Department and the Hai Phong Tax Department merging together to form the Tax Department of Region 3, headquartered in Hai Phong, the Tax Departments: Bac Ninh, Hai Duong, Thai Binh will merge together to form the Tax Department of Region 5, headquartered in Hai Duong.
Along with that, the Tax Departments: Hung Yen, Ha Nam, Nam Dinh, Ninh Binh merged together to form the Tax Departments of Region 4, headquartered in Hung Yen.
Thus, in addition to the Quang Ninh Tax Department and the Hai Phong Tax Department being separated, the Quang Ninh Provincial Social Insurance will also stop merging with the Hai Duong Provincial Social Insurance.
Previously, according to Decision 391/QD-BTC of the Ministry of Finance, effective from March 1, 2025, Quang Ninh Social Insurance merged with Hai Duong Social Insurance to form Region 12 Social Insurance and located its headquarters in Hai Duong.
However, according to Decision 1733/QD-BTC dated May 12, 2025 of the Ministry of Finance, Quang Ninh Social Insurance and Hai Duong Social Insurance will not merge together. Accordingly, Hai Duong Social Insurance will merge with Hai Phong City Social Insurance to form Area 13 Social Insurance, headquartered in Hai Phong, after Hai Duong province merges into Hai Phong.
Quang Ninh Social Insurance will become a regional insurance agency 8, with the management area and headquarters still in Quang Ninh.
