Previously, according to Decision 391/QD-BTC of the Ministry of Finance, effective from March 1, 2025, Vietnam Social Insurance (VSS) has 14 advisory units at the central level; 35 regional social insurance; no more than 350 district-level insurance.
According to this decision, Quang Ninh Social Insurance will merge with Hai Duong Social Insurance to form Region 12 Social Insurance and have its headquarters in Hai Duong.
However, according to Decision 1733/QD-BTC dated May 12, 2025 on amending and supplementing a number of articles of Decision 391/QD-BTC stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance, Quang Ninh Social Insurance and Hai Duong Social Insurance will not merge together. Accordingly, Hai Duong Social Insurance will merge with Hai Phong City Social Insurance to form Area 13 Social Insurance, headquartered in Hai Phong, after Hai Duong province merges into Hai Phong.
Quang Ninh Social Insurance will become a regional insurance agency 8, with the management area and headquarters still in Quang Ninh.
According to Mr. Vu Xuan Hien - Director of Quang Ninh Social Insurance, when there are no more district-level administrative units, which means there is no more district-level social insurance, the unit will propose to organize social insurance units for each area in Quang Ninh province.
