Domestic consumption accelerates economic growth

With only two months left to achieve the growth target of 8.3 - 8.5%, the Government, businesses and localities are simultaneously launching consumer stimulus programs, creating a boost for the economy to break out.

A series of programs to promote domestic consumption

In the "three-horse car" for investment - export - consumption, domestic consumption is considered the most important attraction for economic growth in the last months of the year. When exports are still under pressure, public investment needs time to spread, accelerating consumer demand demand becomes a key task to achieve the GDP growth target of 8.3 - 8.5%.

The last 2 months of the year are also the peak period of shopping, tourism and festivals, retail businesses across the country are busy preparing large-scale stimulus programs, with the goal of both boosting revenue and stimulating consumption to contribute to GDP growth.

Sharing with Lao Dong, a representative of WinMart supermarket said that from now until the end of the year, the supermarket will launch monthly promotional programs, promote a portfolio of good-priced goods and exclusive incentives.

Not only businesses but also the Government, ministries, branches and localities are entering the "acceleration" phase with many specific activities to promote domestic market development and stimulate consumption. On September 29, 2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 179/CD-TTg on promoting the implementation of domestic market development solutions in 2025.

Many stimulus programs have also been simultaneously implemented by ministries and branches. For example, the Ministry of Industry and Trade coordinated with the Ministry of Culture, Sports and Tourism and the Hanoi People's Committee to organize the 2025 Autumn Fair - the largest consumer event connecting supply and demand of the year, scheduled to take place from October 25 to November 4, 2025.

National focused promotion programs in 2025 will take place from December 1, 2025 to January 18, 2026 nationwide, combining both traditional trade and e-commerce.

The Ministry of Finance and the State Bank also coordinate to accelerate financial support packages, reduce consumer lending interest rates, and expand cashless payments - contributing to increasing credit access for people and retail businesses.

According to the Statistics Office (Ministry of Finance), total retail sales of goods and consumer service revenue in the first 9 months of 2025 reached VND5.176 trillion, up 9.5% over the same period last year (in 2024 up 8.8%). If price factors are excluded, the actual increase will reach 7.2%, showing that actual purchasing power is still maintained positively.

Talking with Lao Dong, Associate Professor. Dr. Nguyen Thuong Lang assessed that in order for the "consumption car" to truly attract the economy to break out, there needs to be stronger coordination between fiscal and monetary policies, between the Central and local governments.

In the last 2 months of the year, it is necessary to synchronously deploy both stimulus channels: residential consumption and public sector consumption. For residential consumption, it is necessary to focus on a group of short-term solutions that are spreading quickly. National year-end promotional programs need to be organized nationwide, creating a spreading effect to each locality, each shopping mall, market, e-commerce platform.

stimulating through domestic tourism is also very important, because this is an industry with great influence, attracting consumption of services, transportation, accommodation, dining and entertainment.

Regarding Government consumption, Associate Professor, Dr. Nguyen Thuong Lang said that the focus is to speed up the disbursement of public investment, especially for infrastructure projects, healthcare, education, and digital transformation. Each penny spent by public sector disbursed to the market will attract more penny spent by private sector and create more jobs and income, thereby returning to promote residential consumption.
