Traders breathed a sigh of relief
The personal income tax payment threshold for individual business households has been increased from 500 million VND/year. For households and individuals with revenue from VND500 million to VND3 billion/year, the applicable tax rate is 15%. Revenue from 3 billion to 50 billion VND/year is subject to a tax rate of 17%, and over 50 billion VND/year will be subject to a rate of 20%. This is considered an important adjustment, contributing to significantly reducing tax pressure for millions of small business households across the country.
According to many traders, the new policy brings relief and is more suitable for the actual business situation. Ms. Thu Hang - a clothing trader on the road for 3 months in February said that the previous tax rate was quite heavy for small households. "If we sell less, we pay less tax, that is reasonable and helps us feel secure in doing business," she shared.

However, besides the excitement about the policy, many traders still face difficulties when implementing it in practice. According to traders, the current difficulty is mainly in applying technology, when most older traders are not used to using machines, smartphones or operating on software, so they have to rely on support from the Market Management Board and tax authorities.
Ms. Thanh Tam - a trader at Tan Dinh market said that the biggest challenge is not tax declaration, but the ability of traders to access technology. "Sometimes just opening an application requires the Management Board or tax officials to support. Without a tour guide, it would be difficult for us to do it, said Ms. Tam.
100% of business households in Ho Chi Minh City have accessed new tax instructions
According to Ho Chi Minh City Tax, up to now, 100% of business households in the area have had full access to information, guidance documents through social networks, infographics, QR documents and the Tax - Zalo mini app Portal HCMtax. Thanks to that, the ability of business households to access information has increased significantly, reducing the situation of "not knowing - not understanding - not implementing".
Thanks to being close to the area and "hand in hand with the work", the implementation process received high consensus: the survey rate reached 97.78%; of which 87.8% agreed to convert; 100% of households with over 1 billion VND registered to use invoices; more than 25,000 households switched to the declaration method and 640 households switched to the business model.

To complete the comprehensive conversion goal from January 1, 2026, Ho Chi Minh City Tax will continue to promote propaganda and explain the contents that business households are interested in such as electronic invoices, revenue thresholds, tax calculation methods, costs and inventories.
The tax sector aims to complete 100% of identification data updates before December 31, 2025, and classify households according to revenue for appropriate management.
In addition, the tax sector proposes to simplify the software interface, add synchronization features and support households with many business locations.
The Tax Department will also sign a coordination regulations with the People's Committees of wards and communes to unify management after eliminating contract tax, and closely coordinate with technology units and media agencies to ensure the conversion process takes place smoothly.
With the synchronous participation of agencies and localities, Ho Chi Minh City expects to complete the "60 days of peak tax model conversion", creating a foundation for all business households to declare from January 1, 2026, towards a transparent, equal and sustainable business environment.
