HCMC reports to the Prime Minister on the $2 billion Data Super Center project

HCMC - A group of international and domestic investors have proposed investing in the $2 billion Data Super Center project in HCMC.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just signed a document reporting to Prime Minister Pham Minh Chinh on the receipt of the Data Center Super Center project.

The Ho Chi Minh City People's Committee said it has received a proposal to invest in the Hyperscale Data Center project dedicated to the development of artificial intelligence and data centers, worth about 2 billion USD, from a group of investors including: G42 Technology Joint Stock Company (main shareholder is the State Investment Fund of the United Arab Emirates - UAE and Microsoft Group of the US), FPT Group, VinaCapital Investment Fund and Viet Thai Investment Group.

The project is oriented to provide comprehensive artificial intelligence solutions, advanced infrastructure for customers using cloud services in Asia and globally, designed to operate as an artificial intelligence factory (AI Factory).

This is a project of strategic significance, having a profound impact on the socio-economic development of Ho Chi Minh City, contributing significantly to GDP growth, increasing foreign investment attraction, and at the same time creating thousands of high-quality jobs, contributing to the development of the city's IT human resources.

However, according to the Ho Chi Minh City People's Committee, investors are currently facing some difficulties in terms of legality and mechanisms. Therefore, the city has proposed that the Prime Minister consider and remove two groups of problems.

Proposing a special mechanism: The project aims to serve not only Vietnam but also the whole world, with the goal of developing Ho Chi Minh City into a leading technology business center in Asia. However, the lack of synchronization between domestic and international legal frameworks - especially some data regulations - can create barriers and risks for international customers of the project. This also limits the ability to expand due to dependence on the global data system and data monitoring and retrieval processes in Vietnam.

This situation may make investors consider switching to countries that allow cross-border data storage. Therefore, Ho Chi Minh City proposed that the Prime Minister consider allowing the application of a special mechanism for projects with international business models, similar to the current policy implemented by Singapore.

Proposal to prioritize cloud computing infrastructure instead of on-site infrastructure: Ho Chi Minh City recommends that the Prime Minister consider issuing a policy to prioritize the use of cloud computing infrastructure instead of on- premise information technology infrastructure, in order to improve security and synchronization of national security standards. At the same time, this proposal will contribute to promoting the effective implementation of Decision No. 1121/QD-TTg dated June 11, 2025 of the Prime Minister on the National Action Program for Development and Transition to the Use of Cloud computing platforms for the period 2025 - 2030.

With the above contents, the Ho Chi Minh City People's Committee proposed a working session with the Prime Minister and investors to present in detail the difficulties and propose to remove obstacles for investors.
