On the afternoon of August 26, Ho Chi Minh City organized the "Investor Consultation Conference on the orientation for building the Ho Chi Minh City Strategic Technology Development Center". Speaking at the opening ceremony, Mr. Nguyen Van Duoc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee said that the city is entering a new stage of development with particularly important strategic orientations.
Accordingly, Resolution No. 09-NQ/TW dated May 19, 2026 of the Politburo on building and developing Ho Chi Minh City in the new era establishes the vision of making the city a civilized, modern, and outstanding city in Southeast Asia by 2030 and an economic, cultural, scientific and technological center of Asia by 2045; with the goal of GRDP growth of at least 10%/year and digital economy accounting for about 40% of GRDP.
Along with Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and digital transformation and Resolution No. 10-NQ/TW dated June 8, 2026 on economic development with foreign investment capital, Ho Chi Minh City identifies a new mindset: shifting from simply attracting capital to developing a strategic investment platform according to industry clusters, value chains and innovation ecosystems, taking quality and core technology as measures.
The Center for Strategic Technology Development is the concrete step in concretizing those orientations" - Chairman Nguyen Van Duoc emphasized.
The city will maximize breakthrough mechanisms and policies, apply controlled testing mechanisms to new policies and technology models. The city also applies special investment procedures in the direction of "one-stop shop", preparing essential technical infrastructure and absolutely protecting the legitimate rights and interests of investors.

Specifying the above orientation, Mr. Nguyen Ky Phung - Head of the Ho Chi Minh City High-Tech Park Management Board, said that the Strategic Technology Development Center with an area of 52.92 ha is designed for large domestic and foreign corporations, including 3 main sub-zones: central sub-zone, about 24.4 ha for large-scale data centers, cloud computing and AI; High-tech Production Zone about 16 ha for trial production, high-tech production, microchips, semiconductors, packaging; Research and Development and Incubation Zone about 7.8 ha for research and development. The remaining part is arranged with a building serving common activities, working space and financial center.

The difference of the model is that the Center does not follow the direction of a traditional high-tech park, mainly leasing land for production and assembly, but is positioned as a "integrated chain center".
This model connects 5 links including research and development of platform technology; prototype manufacturing and technical verification; policy and legal framework testing (Sandbox); testing in a real operating environment (Testbed); and product commercialization.
The ultimate goal is to create technology, create products, create businesses, form a high-tech value chain and improve national technological autonomy capacity.
