Total investment of over VND 9,220 billion
On the morning of December 19, Vietnam Electricity Group (EVN) and its member units simultaneously held a groundbreaking ceremony and inauguration of large-scale, meaningful projects and works to celebrate the 14th National Congress of the Party in many localities across the country.
In Phu Tho province, Vietnam Electricity Group and Power Project Management Board 1 held an inauguration ceremony and summarized the emulation movement to link the construction of the Hoa Binh Hydropower Plant (HHP) Expansion Project. The Hoa Binh Hydropower Plant Expansion Project (total capacity of 480 MW, average annual power generation output of about 488.3 million kWh/year) with a total investment of more than VND 9220 billion.
Speaking at the inauguration ceremony, Deputy General Director of Vietnam Electricity Group (EVN) Pham Hong Phuong - the project was started on January 10, 2021, and to date, the items of the Hoa Binh Hydropower Plant Expansion Project have been completed. Of which, Plant No. 1 generated electricity on August 19, 2025, Plant No. 2 generated electricity on November 14, 2025.
With the completion of the Hoa Binh Hydropower Plant (NMTD) expansion project put into operation, Hoa Binh Hydropower Plant has been upgraded with 10 generators - a total capacity of 2,400 MW, with the same capacity as Son La Hydropower Plant, the 2 largest hydropower plants in Vietnam and leading the Southeast Asian region Mr. Pham Hong Phuong informed.
Overcoming the epidemic, landslides to reach the finish line
During the project implementation, many difficulties were encountered such as prolonged site clearance; COVID 19 pandemic and supply chain disruption due to political conflicts and bad geology. In October 2021, due to the impact of prolonged heavy rain and bad geology causing landslides on the NMTD foundation pit, the project had to stop construction for 11 months at the request of the Prime Minister. When construction resumed, the project was approved to adjust the progress, completing the project and putting it into use in the fourth quarter of 2025.
To meet the progress, Mr. Pham Hong Phuong said that EVN has presided over and closely coordinated with units participating in the Project to synchronously deploy many special construction solutions such as adjusting construction organization measures, increasing maximum human resources, organizing continuous construction in 3 shifts, 4 teams; EVN leaders are regularly present at the construction site to direct and operate; mobilizing special construction equipment from EVN's hydropower plants to support contractors" - Mr. Pham Hong Phuong informed.
Speaking at the inauguration ceremony, Mr. Bui Duc Hinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Phu Tho province assessed that the expansion of Hoa Binh Hydropower Plant is even more meaningful in the context of Vietnam promoting energy conversion, green development, sustainable development and proactively responding to climate change.
This is a correct decision, demonstrating the strategic vision of the Party and State. During the implementation process, the province has proactively and actively coordinated closely with central ministries, branches, corporations and related units, focusing on leadership, strong direction, timely removal of difficulties and obstacles, ensuring security, order and absolute safety for the project" - Mr. Hinh emphasized.
According to Mr. Hinh, the completion and effective operation of the project is a clear demonstration of the close and effective coordination between ministries, central and local branches and construction units; the result of a high sense of responsibility and the persistent efforts of the team of cadres, engineers and workers.
