By 2030, Vietnam strives to form at least 10 large-scale strategic technology enterprises with revenue of 1 billion USD or more, employing over 5,000 workers participating in annual social insurance, maintaining a research and development investment rate of 3% or more of revenue and owning at least one patent granted by leading intellectual property agencies in the world.
According to the project to form large-scale strategic technology enterprises in the country to develop digital infrastructure, digital human resources, digital data, strategic technology and network security in the 2026-2030 period, these enterprises are identified as the core force in mastering, developing and commercializing strategic technologies; participating in implementing key national tasks on science, technology, innovation and digital transformation.
The project also sets out 5 specific viewpoints.
First, Vietnam needs to form strategic technology enterprises, large-scale, with high-quality human resources, with research and development capabilities on par with the region and the world, owned by Vietnamese people; playing an important role in the country's development; implementing key national tasks on science and technology, innovation, digital transformation in key, fundamental and strongly spreading fields.
Second, large-scale strategic technology enterprises in the country are the core force promoting and developing digital infrastructure, digital human resources, digital data, strategic technology, network security; leading research and development capacity to help Vietnam gradually master core technology, platform technology, strategic technology such as artificial intelligence (AI), the Internet of Things (IoT), big data, cloud computing, blockchain, semiconductor, 5G, 6G mobile information, satellite information and some emerging technologies; capable of solving key national tasks on science and technology, innovation, digital transformation; playing a role in promoting training and developing high-quality technology human resources, leading small and medium-sized enterprises to participate in supply chains, forming a sustainable domestic ecosystem, improving localization capacity; having large scale, high management level, efficiency, and sufficient competitiveness in the region and globally; making an important contribution to the goal of double-digit economic growth.
Third, the State plays a constructive, orienting and leading role:
- Assign tasks to implement national key tasks on science and technology, innovation, and digital transformation for domestic enterprises to implement to promote the formation and development of large-scale strategic technology enterprises;
- Promulgate preferential mechanisms and policies to support investment, land, and taxes;
- Support the output market for domestic products;
- Mobilize and coordinate state-social resources and attract domestic and foreign resources;
- Support for research and development, intellectual property (registration, protection, management, exploitation) at home and abroad, promote technology transfer to Vietnamese enterprises;
- Prioritize promoting large-scale enterprises with strong financial potential, currently or potentially leading the market, enterprises operating effectively in the technology sector, with superior scientific and technological capabilities, with potential or deeply participating in the global supply chain, capable of leading and spreading to form large-scale strategic technology enterprises.
Fourth, Vietnam is oriented to build large-scale strategic technology enterprises associated with the development of a strong domestic business ecosystem.
In this ecosystem, large-scale strategic technology enterprises lead and link other enterprises, institutes, schools, and the state to research and develop, innovate, and provide digital technology products to meet the needs of people, agencies, businesses and the whole society; state agencies, organizations, and businesses, especially large private enterprises, play the role of "main consumers", market orientation, and promote the increase in the rate and scale of participation of Vietnamese enterprises in the entire value chain.
Fifth, the Project sets out the objectives as a basis for orienting ministries, sectors, and localities to identify key national tasks, major problems in science, technology, innovation and digital transformation in the assigned industry, field, and area; as a basis for ordering, assigning tasks, and selecting large-scale strategic technology enterprises in the country to participate in implementation, contributing to achieving the goals of digital infrastructure, digital human resources, digital data, strategic technology and network security by 2030.
