On the morning of July 8, the National Assembly Standing Committee officially opened the fourth session.
According to the program, the Meeting will take place in 6 days, divided into 2 phases, considering and giving opinions on 39 contents with a focus on legislative tasks to prepare for the Extraordinary Session.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that this session will give opinions on many very important contents.
Including preparation for the first Extraordinary Session, expected to open in early August 2026; and preparing some contents for the second Session at the end of the year and some other important contents.
Regarding the session program, the National Assembly Standing Committee will consider 24 draft laws and resolutions expected to be submitted to the National Assembly at the Extraordinary Session; 2 draft laws submitted to the National Assembly at the second Session; consider and approve 10 ordinances and resolutions of the National Assembly Standing Committee according to the 2026 legislative program and give opinions on 3 other contents under its authority.
In addition, the Government has issued a document proposing to supplement the revised Housing Law and the revised Real Estate Business Law to submit to the National Assembly for approval according to the simplified procedures right at the first Extraordinary Session.

The National Assembly Chairman requested the Secretary General of the National Assembly, the Chairman of the National Assembly Office, relevant committees and Vice Chairmen of the National Assembly in charge of the field to carefully review and consider whether these two draft laws are eligible to be included in the program of the Extraordinary Session or not.
Currently, agencies have not arranged these two draft laws in the program of the National Assembly Standing Committee's meeting. Therefore, it is proposed that the Government direct the completion and send dossiers for the National Assembly's agencies to verify. If arranged for the National Assembly Standing Committee to give opinions along with the draft revised Land Law, it is expected to be implemented on July 28" - the National Assembly Chairwoman said.
The National Assembly Standing Committee will also consider and decide in writing on 4 resolutions under its authority. These are projects that do not have many complex issues; the submitting agency, the appraisal agency and relevant agencies have basically agreed on the content, thereby focusing time on important contents of the session.
Faced with the large workload, the National Assembly Chairwoman requested agencies to focus on tightening discipline and order, closely following the session program; absolutely not to delay progress, ask for postponement, ask for withdrawal of content or send dossiers close to the time the National Assembly Standing Committee gives opinions due to subjective reasons.
Requirements to ensure that in July, the National Assembly Standing Committee must complete the entire content of the program of the Extraordinary Session. If the quality and progress according to the program are not ensured, the Minister, Head of the drafting agency, and the agency in charge of appraisal must be responsible.
The National Assembly Chairwoman added that as of June 30, many guiding documents for the implementation of laws and decrees have not been issued. Therefore, it is proposed that the National Assembly's agencies work with relevant ministries and sectors to clarify why the issuance of guiding documents for the implementation of laws and decrees is delayed.
There are urgent matters that must be issued immediately and soon, but sometimes the National Assembly's resolution is already there, but now the guidelines are still very slow" - the National Assembly Chairman said and cited the financial centers of Ho Chi Minh City and Da Nang up to now 7 months after the 10th session of the 15th National Assembly made the decision, but there are still obstacles that need to be considered.
