This is an activity within the framework of the simultaneous groundbreaking and inauguration of 250 projects in 34 provinces/cities across the country with a total investment of 1.28 million billion VND on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The two key projects have fundamental significance, affirming the pioneering role of the Military Industry - Telecommunications Group (Viettel) in implementing Resolution 57 of the Politburo on developing a system of research and testing centers, key national laboratories, focusing on strategic technologies.
Completed the piece of the High-Tech Complex
The Viettel Research & Development Center project is invested with VND10,000 billion on an area of 13 hectares in Hoa Lac High-Tech Park.
The project consists of 6 smart buildings, expected to be completed in 2030. This will be a key R&D center, closing the entire research - design - testing - production of high-tech products made in made in Vietnam.
From mastering the technologies to manufacture missiles, cruise engines, unmanned aerial vehicles (UAVs), remote sensing satellites, Radar, ... to create military equipment products in accordance with the requirements of national defense to researching the application of technologies in Big Data (Big Data), artificial intelligence (AI), cloud computing, ... to develop equipment, software, solutions, platforms, services to meet the actual needs of the market and in line with world technology trends.
The project is applied international standards in design and operation, integrating elements: smart, green, sustainable to both meet high professional requirements and be environmentally friendly.
This is also a project built with a system that ensures absolute safety and security, uses the most modern technology and is protected through many layers.
Here, it is expected to attract 2,500 high-quality personnel, meeting the requirements of tasks and policies of the Party and State, the Ministry of National Defense has identified in the field of research and production of military equipment to help modernize the army, improve fighting power and the ability to protect the country in the new situation.
Upgrading to a Second Super-Scale Data Center by 2030
An Khanh Data Center is built on an area of 1.9 hectares, with a total investment of VND 17,500 billion, a designed capacity of 60MW - expected to become the largest data center in the North.

Phase 1 is expected to be operational from the second quarter of 2026 and will be upgraded to Viettel's second Hyperscale Data Center by 2030.
The project is designed according to Uptime Tier III standards, integrating AI developed by Viettel, 5-layer security system and modern cooling technology, ensuring green, sustainable operation, towards the Government's Net Zero goal. This will be a key infrastructure, serving digital transformation of the Government, the Ministry of National Defense, large enterprises and deploying artificial intelligence on a national scale.

In 2025, Viettel has deployed the construction of a series of projects of strategic significance such as: Tan Phu Trung Data Center, Viettel Da Nang Building... contributing to the completion of a modern technology infrastructure network, meeting the goals of national defense development and digital transformation.
