VNPT explains the reason for increasing capital by more than 1,417 billion VND in a project that has been behind schedule for many years

Increasing capital by more than 1,417 billion VND to strongly develop human resources

As reported by Lao Dong Newspaper, the National Telecommunication Trading and Operation Center Project, invested by Vietnam Post and Telecommunications Group (VNPT), was planned to be implemented in 2010. The project is located on lot A3, Cau Giay new urban area, Dich Vong Hau ward, Cau Giay district, Hanoi. Although this project is abandoned, VNPT raised the total investment of the project from VND 2,796 billion announced in 2024 to VND 4,213 billion in 2025.

Informing Lao Dong Newspaper on June 2, a representative of VNPT admitted to increasing capital by more than 1,417 billion VND in 2025.

According to VNPT representative, based on the Project dossier established in 2021, VNPT requested approval of the investment policy to submit to the Hanoi People's Committee and in the dossier there is an expected total investment of the project of VND 2,796 billion.

VNPT said that at the time of project adjustment in 2020-2021, VNPT has just completed restructuring according to the project approved by the Government, including a number of newly established units including VNPT-Net, VNPT-IT, VNPT-Media and the VNPT-RD Center, which are on the development stage.

To implement the project in accordance with VNPT's development planning, with the investment goal of being in accordance with usage needs, saving, efficiency and in accordance with current regulations, VNPT has reviewed and planned the investment scale to adjust the project, applying Vietnamese standards, temporarily not completing some areas to comply with the Group's organizational structure after restructuring; the units will complete their usable areas according to the needs of developing production and business.

However, in 2025, the total investment of the project is 4,213 billion VND (an increase of more than 1,417 billion VND compared to the previous year).

Explaining the capital increase, VNPT said that currently, the unit needs an area to meet the strong human resource development needs of units in VNPT, especially VNPT IT, VNPT-RD, VNPT - Media.

VNPT decided to synchronously implement the project to meet the needs of the working ground of the units to 2030. After being renewed by the City People's Committee, VNPT will implement the project, apply Vietnamese standards, complete the entire project as approved in Decision No. 29/QD-VNPT-HDQT-TTPT dated 12.2.2010.

Reasons for the decrease in project implementation value of VND26 billion after 1 year

As Lao Dong Newspaper has reported, not only has the capital increased, but the disbursement progress of the project has also had notable adjustments.

In the report assessing the results of the implementation of the 2022 production and business plan (signed on June 29, 2023), the total value of the project implementation was recorded at VND94 billion.

However, by the 2023 report (signed on June 24, 2024) after 1 year, the implementation value decreased to VND68 billion - a decrease of VND26 billion compared to the previous report.

Explaining this, VNPT said that the total value of project implementation at June 2023 and June 2024 will change due to the deduction of compensation and site clearance according to the plan approved by the competent state agency into the land use fee and land rent payable annually of the project.

Regarding the extension of land use for VNPT's project, on May 26, 2025, Mr. Nguyen Minh Tan, Deputy Director of the Hanoi Department of Agriculture and Environment signed document No. 2580/SNNMT-TTr on information on the use of land lot A3 of Cau Giay new urban area, Dich Vong ward, Cau Giay district.

According to the Department of Agriculture and Environment, the land has been allocated to VNPT for an extension period without putting the land into use.

However, the Department of Agriculture and Environment has advised and was decided by the Chairman of the City People's Committee to apply the force majeure time not to be included in the time of land use extension for the investment project to build the National Telecommunications Transaction Center at Lot A3 of Cau Giay New Urban Area, Dich Vong Hau Ward, invested by Vietnam Post and Telecommunications Group as the investor (as prescribed at Point e, Clause 1, Article 312/ND-CP dated 30 coverage).

According to the provisions of Point e, Clause 1, Article 31 of Decree No. 102/2024/ND-CP, it is stipulated as follows: Administrative decisions and administrative acts of competent state agencies are objective obstacles, not due to the fault of the land user, directly affecting land use.

Answering this problem on 2.6, VNPT said that the investment project was approved by VNPT since 2010 but after the clearance is completed, it is handed over the land lease landmark, VNPT is eligible to implement the project. At this time, the approved project is no longer suitable due to: National technical regulations No. 06: 2010/BXD dated July 28, 2010 on fire safety for houses and works; The Law amending a number of articles of the Law on Fire Prevention and Fighting No. 40/2013/QH13 takes effect from 1.7.2014; Construction Law No. 50/2014/QH13 takes effect from January 1, 2015; The Construction Law amended 62/2020/QH14 dated 17.6.2020 effective from 1.1.2021 and decrees and circulars guiding construction investment changes and additional adjustments.

Therefore, VNPT must adjust the project to comply with current legal regulations. In the past, VNPT had to carry out procedures regarding investment and land of the project.

VNPT said that in 2025, if the Hanoi People's Committee extends the land use period, VNPT will review and adjust the contents of the project in accordance with current regulations with the scale and total investment as approved.
