In August 2025, the People's Committee of Khanh Hoa province issued an official dispatch directing departments, branches, sectors and People's Committees of coastal communes and wards to strengthen the fight against illegal, unreported and unregulated (IUU) fishing.
Khanh Hoa Provincial People's Committee requests units and localities to seriously implement the Prime Minister's instructions.
Localities are responsible to the Chairman of Khanh Hoa Provincial People's Committee if they do not complete their assigned tasks in combating IUU fishing, affecting the common efforts to remove the EC's "IUU yellow card" warning for Vietnamese fisheries.
In particular, localities must focus on approving peak plans to mobilize resources for propaganda and mobilization.
Monitor and prevent violations from within the country to the sea; strictly handle organizations and individuals who do not complete their tasks, shift responsibility, delay or do not handle IUU fishing activities.
Khanh Hoa Provincial People's Committee emphasized the need to consolidate records and sanction administrative violations for all cases of fishing vessels registered in the province that have committed serious IUU fishing activities from 2024 to present and consider criminal proceedings according to their authority if there are signs of violations, ensuring completion before August 25.
Currently, the Department of Agriculture and Environment will monitor and urge units in implementation; at the same time, coordinate with relevant units to synthesize the results of handling administrative violations and report to the Provincial People's Committee.
Many positive results
Currently, Khanh Hoa province has 5,272 fishing vessels with a length of 6m or more, 100% of which have been registered and updated on the Vnfishbase Database System.
The rate of fishing vessels licensed to exploit reached 99.72%. In particular, of the 1,514 fishing vessels with a length of 15m or more, 99.54% of vessels have installed voyage monitoring devices (VMS).
In the first 7 months of 2025, the total number of ships entering and leaving ports in Khanh Hoa was 16,361, the total output of aquatic products exploited through the ports inspected and controlled reached 23,454 tons.
The authorities have issued 384 certificates of seafood ingredients for 7,094 tons of seafood, and issued certificates for 153 batches of exploited seafood with a total output of 2,058 tons.
Violations in seafood exploitation are strictly handled according to regulations.
However, the work of combating IUU fishing in Khanh Hoa still faces some difficulties.
Specifically, the fishing ports in the South of the province have not established a Representative Office for Inspection and Control of Fisheries; the whole province still has 7 fishing vessels that have not installed VMS equipment; 813 fishing vessels are not qualified to operate; 113 fishing vessels are regularly transferred to fishing grounds, operating outside the province, causing difficulties in management and supervision.
