    On March 2nd, Road Traffic Police Team No. 4, Traffic Police Department of Ninh Binh Provincial Police verified and invited driver Vu Van S (born in 1978; residing in Hai Hung commune, Ninh Binh province) driving passenger car license plate 29B-304. xx to the headquarters to work.

    Through the working process, the driver confirmed that at about 8:51 am on February 9, on the Nam Dinh - Lac Quan - coastal road (Nam Ninh commune, Ninh Binh province), Mr. S drove the above license plate car violating as reflected in the clip.

    Traffic Police Team No. 4, Ninh Binh Provincial Police Department, made a record with driver Vu Van S for the act of violating lane change without prior notice. According to regulations, the above violation is fined from 600,000 - 800,000 VND.
