Fines for cars entering prohibited roads in 2026

Point i, clause 5 and point a, clause 10, Article 6 of Decree 168/2024/ND-CP stipulate the level of fine for cars entering prohibited roads as follows:

Article 6. Sanctions, deduct points from driver's licenses of drivers of cars, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines and similar types of vehicles violating road traffic rules...

5. A fine of between 4,000 VND and 6,000 VND shall be imposed on drivers who commit one of the following violations:...

i) Entering prohibited areas, roads with traffic signs prohibiting entry for the type of vehicle being driven, except for violations specified in point d, clause 9, point d, clause 11 of this Article, acts prohibited from entering irrigation works and cases where priority vehicles are on urgent duty as prescribed;...

10. A fine of between VND 20,000,000 and VND 22,000,000 shall be imposed on drivers who commit one of the following violations:

a) Driving without observing, speeding down or stopping to ensure safety according to regulations causing traffic accidents; driving at excessive speed causing traffic accidents; stopping, parking, turning around, reversing, avoiding, overtaking, changing direction, changing lanes not in accordance with regulations causing traffic accidents; not driving in the correct lane, lane, not keeping a safe distance between two vehicles according to regulations causing traffic accidents or going on roads with signs prohibiting entry for the type of vehicle being driven causing traffic accidents, except for violations specified in point d, clause 11 of this Article;...

How are cars classified?

According to Article 4 of Circular 53/2024/TT-BGTVT, cars are classified into the following 5 main groups:

Passenger cars: These are types of cars whose structure and equipment are mainly used to carry people and luggage (can be pulled with a trailer). Including:

Passenger cars up to 08 seats (excluding driver's seats).

Passenger cars with more than 08 seats (excluding driver's seats).

Specialized passenger cars (equipped with passenger transport in special conditions/arrangements).

Cargo truck: Used for carrying goods, can accommodate up to 2 rows of seats and carry no more than 06 people (including the driver) in the cabin. Including:

Common trucks.

Specialized trucks (to carry goods, special arrangement is needed).

Specialized vehicles: Have a structure and equipment to perform a special function and use different from ordinary passenger and cargo vehicles.

Tractor-trailer: Designed to pull semi-trailers. The vehicle is equipped with a tractor-trailer mechanism, connection/control mechanism of light and brake systems of semi-trailers. Can be additionally equipped with a crane, generator, and tractor hook mechanism to pull semi-trailers.

Trailer truck: Designed specifically or mainly for pulling trailers. Equipped with a trailer hook mechanism, cargo box/floor, light and brake connection system of the trailer. (Note: Excluding cargo trucks/trailer trucks equipped with additional trailer hook mechanisms).
