* At the end of 2024, in Official Dispatch No. 137/CD-TTg dated December 20, 2024 on promoting economic growth in 2025, Prime Minister Pham Minh Chinh requested to prioritize strongly promoting economic growth associated with macroeconomic stability, controlling inflation, ensuring large balances and high surplus.
Units need to accelerate, break through, and strive for the national GDP growth rate in 2025 to reach over 8% (higher than the target assigned by the National Assembly).
8% is a big challenge, remember that in the past 10 years, only in 2022, Vietnam's GDP growth reached over 8%, exactly 8.02%. According to experts, this impressive growth is due to low growth in 2020 - 2021 due to the consequences of the COVID-19 pandemic. This shows that the 8% growth target in 2025 is much more difficult than in the previous period.
To have room for development and achieve common targets, business health is considered the top factor. One of the very good news for businesses is that in 2025, the Government will continue to direct the financial sector to implement an expanded fiscal policy, research and propose policies to exempt, reduce and extend taxes, fees, charges and land rents to support people and businesses to develop production and business in 2025.
At the conference on tax issues organized by Lao Dong Newspaper in December 2024, Mr. Mai Son - Deputy General Director of the General Department of Taxation - Ministry of Finance commented: "The financial and budget plan for the period 2021 - 2025 has gone most of the way. After nearly 4 years of implementation, the State budget revenue management of the tax sector has achieved many outstanding achievements, especially in solutions to support taxpayers and expand the collection base, contributing to ensuring the implementation progress according to the financial and budget targets of the whole period. Following the synchronous, unified and effective solutions of the past years, 2025 is the last year to implement the medium-term financial and budget plan for 2021 - 2025. In order to strive to complete the set goals, the Finance sector continues to advise the Government and the National Assembly on solutions to proactively, reasonably, flexibly and effectively manage the expansionary fiscal policy with monetary policy and other macroeconomic policies, contributing to supporting economic growth, ensuring the State budget revenue estimate approved by the National Assembly, stabilizing the macro economy, controlling inflation, and ensuring major balances of the economy. At the same time, the Tax sector, under the direction of the Ministry of Finance, continues to focus on the goal of supporting businesses and taxpayers, closely following the business situation to clearly understand the current "health" status of businesses, promptly advising and proposing support solutions, becoming a companion of taxpayers. From there, promote economic growth, create sustainable revenue for the State budget, and comprehensively complete the goals set by the Finance sector."

2025 is the year of Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress, along with many important events of the Party and the country such as: The 95th anniversary of the founding of the Communist Party of Vietnam, the 50th anniversary of the complete liberation of the South and national reunification; the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam; the 135th anniversary of President Ho Chi Minh's birthday.
These are important milestones to promote the patriotic emulation movement, including emulation on large projects, in line with the set schedule. In 2024, the 500kV line 3 from Quang Binh to Hung Yen was completed with the spirit of "overcoming the sun, overcoming the rain", "only discussing work, not backing down", "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "through holidays, Tet, and days off", "doing what needs to be done", "committing to doing, doing what has been promised" to speed up the implementation of projects, demonstrating the determination of the Party, the Government, sectors, local authorities and people. That is also the belief that 2025 will welcome major projects.
The target for 2025 is to complete 3,000km of expressway. The Government has requested the Ministry of Transport to preside over and coordinate with localities to develop a detailed plan for the "critical progress of completing projects in 2025", ensuring the completion of the target of 3,000km of expressway by the end of 2025. In addition, the Ministry of Transport continues to direct investors and contractors to coordinate with localities to promptly remove difficulties and obstacles in site clearance, relocation of technical infrastructure, supply of construction materials, ensuring sufficient reserves and capacity to meet the construction progress of projects, especially DATP sections Can Tho - Ca Mau, Bien Hoa - Vung Tau, Hoa Lien - Tuy Loan; Develop a reasonable construction organization plan to speed up construction progress and complete the North-South expressway project in phase 2021-2025, Bien Hoa - Vung Tau, Hoa Lien - Tuy Loan in 2025 and DATP 2 Khanh Hoa - Buon Ma Thuot, Ho Chi Minh road as planned.
In fact, there have been projects that could be completed earlier. Typically, the Van Phong - Nha Trang component project, including Son Hai Group - Vinaconex - LIZEN, has proposed to put into operation 68.35km of the Nha Trang - Cam Lam component project before the Lunar New Year 2025. This event not only marks the completion of the project on April 30, 2025, but also deeply breaks the progress record set in some previous North - South expressway component projects.
However, there are still some expressway projects that must be completed by the end of 2025, such as Bien Hoa - Vung Tau (section through Dong Nai); Ho Chi Minh City Ring Road 3 (section through Dong Nai, Binh Duong); Tuyen Quang - Ha Giang (section through Tuyen Quang); Cao Lanh - An Huu (section through Dong Thap) but the progress is still slow. These projects require determination, effort, timely removal of difficulties and obstacles in terms of land, construction materials, additional human resources and equipment to complete as planned.
Another project that people are waiting for to be completed in 2025 is the Long Thanh International Airport project. The project, one of the 16 most anticipated airports in the world, aims to become one of the international air transit centers and is expected to open a new "sky" for Dong Nai and the entire Southeast region to develop, becoming a transit center for the whole region. According to the initial approved plan, Long Thanh International Airport will be completed and put into operation in September 2026. However, based on the actual situation, the Government has directed that this airport must speed up the progress to complete before December 31, 2025. In particular, component project 3 includes the passenger terminal, taxiway, and runway, scheduled to be completed on April 30, 2025, on the occasion of the 50th anniversary of the Liberation of the South and national reunification.
The year 2024 is coming to an end, the Vietnamese people step into 2025 with a new spirit, new determination, full of confidence as they enter a new era of the nation.
