The conference was attended by more than 100 delegates, including leaders of the Departments, Office of the City Labor Federation, Trade Unions at the direct superior level of the grassroots level, the City Labor Culture House, Da Nang Trade Union Tourism Company Limited, Chairmen and Vice Chairmen of grassroots Trade Unions with 1,000 or more members and full-time Trade Union officials of the entire system.
At the conference, delegates were informed by Mr. Bui Minh Hien - Head of Consulting Division of Industrial Promotion Center, Department of Industry and Trade, Ministry of Industry and Trade - about some contents related to bidding work, including: New points of the Bidding Law 2023; forms and procedures for selecting contractors; common violations in bidding and online bidding operations.
Law on Bidding No. 22/2023/QH15, dated June 23, 2023, was passed by the 15th National Assembly at the 5th Session, effective from January 1, 2024. The Government issued Decree No. 24/2024/ND-CP, dated February 27, 2024, detailing a number of articles and measures to implement the Law on Bidding on contractor selection.
The Ministry of Planning and Investment issued Circular No. 01/2024/TT-BKHDT dated February 15, 2024 guiding the provision and posting of information on contractor selection and bidding document templates on the national bidding network.
These are legal documents, creating a complete, synchronous, and unified basic legal framework for bidding, in accordance with international standards and practices, ensuring publicity, transparency, fair competition, and economic efficiency in bidding activities.
