On the afternoon of July 25, at the hall of the Vietnam Fatherland Front Committee in Dien Ban Dong ward (Da Nang city), the Standing Committee of the Da Nang City Labor Federation organized a dialogue conference "Month of listening to union members and workers speak" in 2026 with the participation of nearly 300 workers.
The issue that workers mention the most and most intensely is the situation of employers evading payment and prolonged social insurance debts, pushing workers into a situation of being suspended from benefits.
At the forum, union members cited Minh Hoang 2 Co., Ltd. owing more than 10 billion VND in social insurance, directly affecting the sickness and maternity benefits of thousands of workers. The worry is even greater when a female worker reflected that a company in Dien Nam - Dien Ngoc industrial park stopped operating, and the business owner left leaving with a large insurance debt. Her husband, who had 11 years of actual social insurance contributions here, recently passed away due to a serious illness, causing the family to fall into difficult circumstances, not knowing whether they will receive funeral and death benefits or not.
Workers question whether state management agencies have criminal handling measures for businesses intentionally delaying social insurance debts and not closing books for workers when they quit their jobs, whether workers can sue in court themselves or have to authorize the trade union organization.
Answering workers' petitions, Ms. Nguyen Thi Hai - Deputy Director of Dien Ban Grassroots Social Insurance affirmed that she is determined not to compromise with violating businesses. Regarding Minh Hoang 2 Co., Ltd. and large-debt units, functional agencies have conducted inspections, sanctioned and transferred dossiers to the Police agency to request consideration of criminal handling under Article 216 of the Penal Code for the crime of evading social insurance contributions.
To remove immediate benefits for workers at enterprises with debts, bankruptcy or owners absconding, Social Insurance applies the guidance in Official Dispatch No. 1880/BHXH-CSXH, implementing book closing and settling regimes based on the actual time the enterprise has paid money into the fund. In the case of employees with 11 years of actual contributions who pass away, families eligible immediately receive funeral allowance equal to 10 times the base salary, death benefits are calculated based on the actual time they have paid and will recover the difference when debts are recovered from the company.
In addition, workers also reflected the situation of being forced to work for up to 30 days/month, the Director refusing to sign a legal resignation letter; problems with labor accident compensation when being caught by a large-sized printer or working in an environment that generates noise, paper dust, toxic ink...
Speaking at the conference, Ms. Ho Thi Lan Huong, Vice Chairwoman of the Da Nang City Labor Federation, emphasized that the forum is an opportunity for trade union organizations to grasp the true thoughts and difficulties from the reality of factories. The Standing Committee of the City Labor Federation is committed to fully accepting recommendations under its authority and coordinating with the government and business owners to resolve them thoroughly right at the workplace. At the same time, proposing to higher levels issues beyond their authority, taking the satisfaction of workers and the results of resolving recommendations as a measure of operational efficiency.
