Union member development target not achieved
In 2024, in Quang Tri province, the general situation of enterprises is facing many difficulties. In addition to the impact of the world and domestic situation, the province's economy is too small, attracting investment is still limited.
During the year, 345 new businesses were established, 146 businesses resumed operations, creating jobs for nearly 3,000 workers. However, 435 businesses temporarily suspended operations or dissolved (an increase of 18.8% over the same period), focusing on areas such as garment processing businesses, manufacturing, construction, consulting, and small and retail businesses.
Currently, there are 334 enterprises owing social insurance of 30 billion VND, 23 grassroots trade unions in the enterprise sector have dissolved or stopped operating, and 31 grassroots trade unions are facing difficulties; 4 enterprises owe salaries to 167 workers. Notably, the number of union members in the enterprise sector has decreased by nearly 1,808 people.
With many difficulties, the target of developing union members and establishing grassroots unions is also difficult. In 2024, the Quang Tri Provincial Federation of Labor established 29 grassroots unions and trade unions with 2,646 union members, of which 87 union members are in the informal sector and operate in 2 grassroots unions. Meanwhile, the target committed to the Vietnam General Confederation of Labor on developing union members to actually increase in 2024 is 4,700 union members and establish 3 grassroots unions.
Focus on taking good care of workers
At the conference summarizing the activities of the Trade Union in 2024 held on December 30, Mr. Nguyen The Lap - Chairman of the Quang Tri Provincial Federation of Labor said that during the year, the unit had made efforts and determined to fulfill the targets committed to the Vietnam General Confederation of Labor, of which 15/17 targets were exceeded and achieved, 2 targets were not achieved (developing union members and establishing grassroots unions).
Notably, the work of caring for and protecting the legitimate and legal rights and interests of union members and workers. Of which, 26 collective labor agreements (CLAs) were signed at enterprises that had newly established grassroots unions and 70 CLAs that had expired were re-signed. The CLAs had at least 3 provisions that were more favorable to workers than those stipulated by law. The shift meal allowance for union members was negotiated to be over 20,000 VND/meal at 43 enterprises.
Maximizing the effectiveness of the Union's welfare programs, the program "Tet Sum Vay - Xuan Chia Chia" was organized at the grassroots level to mobilize resources to take care of union members. As a result, 71% of enterprises (with Union organizations) organized the program, attracting nearly 9,000 union members to participate.
The Union proactively monitors salary payments and proposes to businesses a Tet bonus policy for employees. As a result, 92% of businesses (with a Union) provide Tet bonuses to employees, and 60% of businesses support the 13th month salary.
During the 2024 Lunar New Year, trade unions at all levels supported 14,622 union members with 6.1 billion VND. The Provincial Federation of Labor supported the construction of 33 "Union Shelters" worth nearly 1.2 billion VND, 5 public housing rooms for teachers in mountainous areas worth 1.1 billion VND. Union members were mobilized to participate in supporting 8 billion VND for workers, civil servants and people in the northern provinces affected by storm No. 3...
With its achievements, the Quang Tri Provincial Labor Federation was awarded a Certificate of Merit by the Vietnam General Confederation of Labor as "A unit with many outstanding achievements in the emulation movement for good workers and building a strong Trade Union organization in 2024".
In the coming time, the Quang Tri Provincial Federation of Labor will focus on developing union members and establishing grassroots unions, continuing to innovate and streamline the political system's apparatus to make it more streamlined and operate effectively and efficiently.
