Spread reading culture
The work of caring for the spiritual, cultural and artistic life of the Trade Unions at all levels in the Capital has had positive changes in recent times. The cultural life of workers, civil servants and laborers is increasingly rich, many traditional cultural values are promoted, many new cultural and ethical standards are formed. Many cultural movements and activities in the Trade Unions at all levels have achieved practical results. Theoretical thinking about culture has developed, and cultural awareness of the Trade Unions at all levels in the Capital has been raised.
However, besides the achieved results, the cultural and spiritual life outside of working hours of workers, especially workers in industrial zones, is still limited. Public welfare facilities such as: public kindergartens, cultural houses, sports and entertainment areas, and activity spots serving workers are still lacking, not meeting the needs of workers.
According to Ms. Nguyen Thi Thu Thuy - Vice President of the Hanoi City Labor Federation, through a survey on cultural activities outside of working hours, it shows that workers spend more time watching TV, listening to the radio, listening to music than playing sports, reading books and newspapers or enjoying and participating in cultural and artistic activities. The popular form of cultural and spiritual life of workers is using the internet via phone. Workers' free time is mainly spent on extra work to increase income and improve their lives.
To improve spiritual life and especially build workers' culture, one of the forms that the City Labor Federation actively and effectively implements is to spread reading culture in units and enterprises through the effective implementation of the Union Bookcase and Law Bookcase models.
The Capital Trade Union at all levels effectively exploits and manages 354 legal bookcases at the Workers' Dormitory, 186 Trade Union Relaxation Corners, and over 2,365 legal bookcases at enterprises equipped with a variety of books, aiming to equip and improve workers' understanding and knowledge of law, society, entertainment, etc. Many enterprises invest in legal bookcases with a variety of books, newspapers, documents, and arrange reading rooms for workers.
Create conditions for workers to study
Discussing this issue, the Vice President of the Hanoi City Labor Federation emphasized the need to promote training, improve educational qualifications, professional skills, and labor productivity, thereby raising awareness and perception of workers and union members so that each person becomes a soldier on the cultural and ideological front.
Accordingly, it is necessary to effectively implement the program "Improving the skills and professional qualifications of union members and workers" associated with the project on promoting lifelong learning activities among workers in enterprises through many models such as promoting propaganda and mobilization work, creating conditions for workers to study and improve their legal knowledge, educational level, professional skills, awareness of labor discipline, industrial style, building corporate culture, organizing the compilation of documents on lifelong learning for workers; building, exploiting, integrating, and sharing open educational resources.
In addition, it is necessary to diversify and be flexible in training to improve professional skills and vocational skills to help workers study and improve their qualifications and skills at educational institutions and vocational training institutions of the Trade Union organization... Up to now, 567,329 union members and workers in Hanoi have studied to improve their professional skills (accounting for 79% of the total number of union members and workers), 629,645 union members and workers have studied to improve their educational level (accounting for 81% of the total number of union members and workers)...
The Hanoi City Labor Confederation is directly managing and directing the activities of 45 grassroots-level trade unions, including 12 district-level trade unions; 18 district and town-level trade unions; 8 industry trade unions; 7 corporation trade unions and 23 grassroots trade unions directly under the City Labor Confederation; with a total of 9,363 grassroots trade unions and 700,401 union members; of which, the production and business sector has 5,918 grassroots trade unions with 506,759 union members.
