Article 5 of the 2025 Law on Digital Transformation (effective from July 1, 2026) stipulates prohibited acts as follows:
1. Obstructing and sabotageing digital transformation activities; disrupting, stagnating, and causing unsafety to the digital system of agencies, organizations, and individuals.
2. Illegal access, interference, distortion, invalidation, causing damage to digital systems, digital data, digital platforms and digital services.
3. Collecting, using, sharing, buying, selling, and exploiting digital data in violation of the law.
4. Taking advantage of digital transformation to defraud, manipulate, seek profit, and infringe on the legitimate rights and interests of agencies, organizations, and individuals.
5. Abusing positions and powers to cause obstruction, discrimination, create monopoly, prejudice, and restrict competition in the development, operation, and exploitation of the digital system.
Thus, in the process of implementing digital transformation, the above-mentioned acts are strictly prohibited.
