Clause 3, Article 6 of Decree 185/2026/ND-CP Regulating the organization and operation of villages and residential groups and regimes and policies for non-specialized personnel in villages and residential groups (effective from May 26, 2026) stipulates the powers of Village Heads and Residential Group Leaders as follows:
a) Representing villages and residential groups in relations related to the activities of the residential community according to the provisions of law; being the representative of the residential community to sign contracts on construction projects funded by people in villages and residential groups and approved by village and residential group conferences;
b) Being invited to participate in commune-level local government meetings related to the implementation of tasks directly related to the residential community;
c) Based on the regulations of the Provincial People's Council on the number and title of people participating in activities in villages and residential groups, Village Heads and Residential Group Leaders select people to participate in activities in villages and residential groups after agreeing with the Secretary of the Party Cell, Head of the Fatherland Front Work Committee in villages and residential groups. The commune-level People's Committee decides to recognize and terminate the position of person participating in activities in villages and residential groups;
d) Assign tasks to solve work for people participating in activities in villages and residential groups to support Village Heads and Residential Group Leaders in performing the tasks specified in this Article;
e) Exercise other powers according to the provisions of law.
Thus, from May 26, 2026, the Village Head has the rights according to the above regulations.
