On December 29, at Conference Center 25B (Hac Thanh ward), the Ho Chi Minh Communist Youth Union of Thanh Hoa province solemnly organized the XX Congress of Delegates, term 2025-2030.
Attending the congress were Mr. Nguyen Tuong Lam - Secretary of the Central Committee of the Youth Union, Chairman of the Vietnam Youth Federation; representatives of leaders of Thanh Hoa province, departments, agencies, and branches, along with 360 delegates representing nearly 1 million union members and youth throughout the province.
At the congress, the Organizing Committee informed about the results of the first working session, electing the Executive Committee of the Ho Chi Minh Communist Youth Union of Thanh Hoa province for the term 2025-2030, including 49 people. Ms. Le Ngoc Anh - Provincial Party Committee Member, Vice Chairwoman of the Vietnam Fatherland Front Committee of Thanh Hoa province - continued to be trusted to be elected as Secretary of the Thanh Hoa Provincial Youth Union for the term 2025-2030.
The Congress also elected the official delegation to attend the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026–2031, including 16 official delegates and 5 alternate delegates.
According to the Ho Chi Minh Communist Youth Union of Thanh Hoa province, in the period 2022-2025, under the close leadership and direction of the Secretariat of the Central Youth Union, the Standing Committee of the Provincial Party Committee and the attention and creation of conditions by Party committees and authorities at all levels, Thanh Hoa youth have clearly promoted the role of the reliable reserve team of the Party, the shock force in socio-economic development, ensuring national defense and security and international integration, making important contributions to the overall development of the province.
Political, ideological, ethical, and lifestyle education for young people and children continues to be valued with many rich and creative contents and forms, associated with the application of information technology and digital transformation.
Revolutionary action movements have developed deeply, practically, and spread in the community. From the beginning of the term to now, the whole province has implemented 42,816 youth projects and tasks, attracting more than 3.6 million youth participation, with total estimated resources of over 59.3 billion VND.
Volunteer activities are widely deployed, diverse, and flexible, leaving a positive impression in the community. From 2022 to now, Youth Union levels in the province have awarded 60,000 gifts; mobilized 26,000 turns of union members and youth to donate 17,000 units of blood; provided free medical examinations and medicines to nearly 20,000 people; mobilized social security resources of over 40 billion VND; established 448 youth volunteer teams with 8,560 participants, supporting nearly 20,000 turns of people.
The "Creative Youth" movement is gradually going deeper, promoting intellectual potential and digital transformation among young people. From the beginning of the term to now, the whole province has organized more than 2,300 initiative promotion activities, with over 120,000 ideas and initiatives proposed; hundreds of solutions participating in technical innovation competitions, many projects winning high prizes domestically and internationally.
Speaking to direct the congress, Mr. Nguyen Tuong Lam acknowledged and praised the results and efforts of the Ho Chi Minh Communist Youth Union of Thanh Hoa province in the past term; and at the same time requested the Youth Union levels to continue to innovate the content and form of revolutionary ideal education, ethics, lifestyle and culture for the younger generation.
Along with that, it is necessary to research and propose new solutions and ways of doing things to create a strong change in the quality of Youth Union activities, the quality of Youth Union cell activities; thoroughly overcome the situation of "beautiful reports but thin results". Innovate operating methods, especially innovating the monitoring, evaluation, and classification of Youth Union cells and members in a substantive and transparent direction through digital tools.
In the new term, all levels of Thanh Hoa Provincial Youth Union are required to do a good job of cadre work, building a team of Youth Union cadres to meet the requirements of tasks in the new period. Youth Union cadres must be attached to youth, closely follow grassroots levels, strongly connect in digital space, proactively listen, regularly dialogue, be exemplary and dare to take responsibility to the end for the results of assigned work.
Ms. Le Ngoc Anh, born in 1994, from Hoang Phu commune, Thanh Hoa province; holds a Bachelor of English Language, Master of Economics, senior in political theory.
On October 14, 2025, at the 9th Conference of the Executive Committee of Thanh Hoa Provincial Youth Union, term XIX, term 2022-2027, Ms. Le Ngoc Anh was elected as Secretary of Thanh Hoa Provincial Youth Union for the term 2022-2027 with 100% of the votes in favor.
At the 20th Congress of the Thanh Hoa Provincial Party Committee, term 2025-2030, Ms. Le Ngoc Anh was elected to the Executive Committee of the Thanh Hoa Provincial Party Committee with a high vote of confidence and was the youngest Provincial Party Committee member of the term when she was only 31 years old.
