At the advisory session of the 1st Congress of the Party Committee of the Fatherland Front and Central Trade Unions for the 2025 - 2030 term, Mr. Nguyen Khanh Ngoc - Chairman of the Vietnam Lawyers Association presented a speech: "Innovation and improving the effectiveness of the Party's leadership in law-making and enforcement in the new era of national development".
Mr. Nguyen Khanh Ngoc said that our Party has always paid attention to and issued many policies and solutions to perfect the legal system, especially since the Innovation and Strategy for building and perfecting the legal system until 2010, with a vision to 2020. Documents of all Congresses identify the law as an institutional breakthrough, thereby increasingly perfecting the legal system, contributing to creating "the system, potential, position and international prestige of the country".
Recently, the Politburo issued Resolution 66-NQ/TW (April 30, 2025) on innovation in law making and enforcement, aiming to have a democratic, fair, synchronous legal system in Vietnam by 2030, ensuring a foundation for the goal of modern industry with high average income; vision 2045 to meet international standards, build a society that values the Constitution and the law, and turn Vietnam into a developed country with high income. The number one task is identified as ensuring the comprehensive and direct leadership of the Party.
Regarding implementation practices, Mr. Ngoc said that with the characteristics of operating in the legal field, the Vietnam Bar Association has always been directed by Party committees at all levels, becoming a trusted address of the Party and State. The Association not only participates but also presides over the development of two laws (Law on Commercial Arbitration, Law on pleading with the people), while actively contributing to judicial reform and administrative reform.
Since the beginning of 2025, the Central Party Committee of the Association has led the participation in amending and supplementing dozens of draft laws, many sub-law documents, organizing propaganda, disseminating laws, legal advice, legal aid, and grassroots mediation. This work focuses on policies and vulnerable groups, which are increasingly substantial and effective.
Mr. Ngoc also pointed out some limitations: The awareness at some Party committees of the Party's leadership role in legal work is not adequate; the concretization of the Party's comprehensive leadership stance is not clear in the working regulations; the work of supervising and summarizing law enforcement has not been focused on.
Immediately after Resolution 66 was issued, the Central Party Committee of the Association identified this as a particularly important task for more than 100,000 members. The Association has issued Plan 42/KH-DU (1.8.2025), setting out 5 key groups of tasks, in which ensuring the comprehensive and direct leadership of the Party Committee over legal work is number one.
The Steering Committee for the implementation of Resolution 66 was established by the Chairman of the Association, and has organized a comprehensive dissemination to cadres and party members; research, scientific seminars, and international cooperation; organized a national conference with 30/34 provinces and cities participating, unifying awareness and determination to implement the Resolution.
Regarding the tasks and key solutions, the Central Party Committee of the Vietnam Lawyers Association proposed reviewing and perfecting the working regulations of Party committees, ensuring direct and comprehensive leadership of legal work, especially major and important issues.
Issue a thematic resolution of the Party Committee, including legal work in the regular plan, associated with strengthening supervision and inspection.
Lead the mobilization and ensuring of appropriate resources for law making and enforcement, especially the quality of human resources, maximizing the effectiveness of members' implementation.
According to Mr. Nguyen Khanh Ngoc, innovating methods and improving the effectiveness of the Party's leadership in legal work is an important guiding orientation, which must be thoroughly grasped and seriously implemented at all Party committees and organizations.
"The Central Party Committee of the Vietnam Bar Association is committed to coordinating and learning from experience from other Party organizations, determined to effectively implement Resolution 66, contributing to the whole country firmly in the new era of development" - Mr. Ngoc emphasized.
