Sir, throughout the 95-year development of the Vietnam Fatherland Front (VFF), the Vietnam Farmers' Union has always been one of the core member organizations. Can you share the most outstanding marks of the Association in strengthening the great national unity bloc and participating in building new rural areas and developing sustainable agriculture in recent times?
- Mr. Luong Quoc Doan: Right from its inception, our Party has determined the requirement to gather forces, build great national unity, and issued a Directive to establish the Anti- trope Society of the Allies, the predecessor of the Vietnam Fatherland Front today. Throughout that 95-year journey, the Vietnam Farmers' Union has always performed well its role as a member of the Front, participating in consolidating the great national unity bloc, building new rural areas and developing agriculture. We can review 3 outstanding issues in recent years:
Firstly, Farmers' Associations at all levels have well carried out the mission of propagating, mobilizing, gathering, and uniting members and farmers in implementing the Party's guidelines, policies and laws of the State, promoting the role of farmers in rural movements, especially the new rural construction movement with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".
Over the past 5 years, the Associations at all levels have promoted and mobilized members and farmers to contribute thousands of billions of VND, over 3 million working days, donate millions of square meters of land, repair and concreting over 36,000km of rural roads, solidify and repair over 27,000km of canals, build over 34,000 environmental protection models, contributing to the success of the new rural construction. Responding to the movement "The whole country stands together, joins hands, and competes unanimously to prevent, combat and defeat the COVID-19 pandemic", the Associations at all levels have mobilized and contributed over 13,000 tons of agricultural products, cash and goods, equipment worth nearly 210 billion VND; organized many meaningful activities such as the Program "Millions of gifts, thousands of tons of agricultural products of gratitude", many creative and effective models and methods such as "agricultural support group", "agricultural product consumption support group", "Zero-dong trip", "Zero-dong booth", contributing to the whole country overcoming the pandemic...
Second, the Associations at all levels promote service activities, consulting, support, and vocational training for farmers to develop production and business, contributing to the transformation of crop and livestock structure, restructuring production, developing agriculture in a modern direction, ensuring food security, and enhancing the country's position.
From 2018 to the end of 2024, the Association has mobilized and supported members and farmers to build and replicate nearly 18,000 production models applying science, technology, high biotechnology, and brand development of over 4,600 agricultural products, nearly 5,500 OCOP products recognized as achieving 3 stars or more, contributing to improving competitiveness and the value of agricultural products. Support the establishment of over 3,800 cooperatives and nearly 28,000 cooperative groups. In 2024 alone, implementing Decision 182/QD-TTg dated February 20, 2024 of the Prime Minister and the movement "Cadres and farmers actively participate in collective economic development in agriculture", the Associations at all levels have newly established 679 agricultural cooperatives and 3,772 agricultural cooperative groups, attracting over 745,000 farmer members to join cooperatives and cooperatives, implementing 3-5 times more than the average annual target assigned by the Prime Minister...
Third, organize and mobilize farmers to well implement the Grassroots Democracy Regulations, now the Grassroots Democracy Law, contributing to building a clean and strong Party and government, consolidating the great national unity bloc.
Through the Association, farmers have promoted their mastery of many aspects of social life, actively participating in discussions, discussions, and giving comments on rural development programs and projects, especially in building new rural areas.
Through dialogue conferences between the Prime Minister, leaders of Party committees and authorities at all levels with farmers, the Forums "Listening to Farmers Say" organized by the Associations at all levels have created conditions for farmers, farm owners, cooperative directors, and businesses to reflect and recommend difficulties and problems in production and business, thereby promptly having solutions to remove them, providing practical basis to contribute to perfecting policies and laws, bringing policies and guidelines directly to farmers, cooperatives, and businesses.
In the process of coordinating with the Front, the Farmers' Association has implemented many major movements such as " Farmers compete in good production and business", "All people unite to build a cultural life in residential areas"... How do you evaluate the role of these movements in spreading the spirit of solidarity and cohesion among all classes of people in rural areas?
- Mr. Luong Quoc Doan: In recent years, Farmers' Associations at all levels, along with members and farmers nationwide, have actively participated in patriotic emulation movements and campaigns launched by the Party, the State, the Vietnam Fatherland Front and the Prime Minister.
The emulation movement "Farmers produce and do business well, unite to help each other get rich and reduce poverty sustainably" is a major, focused movement of the Association launched in 1989, with great attention and support from local Party committees and authorities, and has now become the focus of social life in rural areas. On average, over 6 million households register for the title of good farmers in production and business at all levels each year, of which over 50% of households register for the title are evaluated and recognized by the Associations at all levels. The highlight is that through the movement, the spirit of solidarity has been truly aroused and promoted, the tradition of "mutual love", "the healthy leaves cover the torn leaves", making an important contribution to the cause of hunger eradication and poverty reduction. In the past 5 years, farming and business households that are good at production and business have helped over 815,000 poor households and households with difficulties in crops, seeds, and materials worth over VND6.72 trillion, thereby over 108,000 households escaping poverty, many households rising to become well-off and getting rich; helping over 1.2 million poor households have more resources to develop production; annually creating jobs for more than 5 million workers, of which over 1.5 million workers have stable jobs...
The movement "All people unite to build a cultural life in residential areas", formerly a campaign launched by the Central Committee of the Vietnam Fatherland Front in 1995, then developed into a large movement, with a profound and widespread influence throughout society, and was widely responded to and actively participated by the people. Responding to the movement, every year, Farmers' Associations at all levels have actively mobilized over 90% of member households and farmers to register to strive to achieve the title of "Cultural Family", participate in building villages, hamlets, and cultural groups; build models of rural community self-management in building a progressive cultural life, building a new cultural lifestyle in rural areas such as the model of "advanced farming community", "equal and happy farming families", "responsible father" ... The response and active participation of people in general and farmers in particular to the successes of the movement have demonstrated the Party's correct and consistent policy on cultural development in our country.
Entering a new stage of development, in response to the requirements of modernizing agriculture, transforming rural areas and building civilized rural areas, how will the Vietnam Farmers' Association coordinate with the Vietnam Fatherland Front to continue promoting the role of farmers in the great national unity bloc, contributing to the implementation of the country's development goals by 2045.
- Mr. Luong Quoc Doan: Entering the new era - the era of national growth, there are intertwined advantages, opportunities and difficulties, and challenges, posing new requirements for the Vietnam Farmers' Association and farmers, requiring all levels of the Association to coordinate and act together in the Vietnam Fatherland Front, focusing on 4 groups of tasks:
First, strongly innovate thinking and action, improve the effectiveness of the Association's work and the farmers' movement with the motto of taking members and farmers as the center and subject, as the goal and driving force of innovation, the movement must have specific products associated with the practical benefits of members and farmers.
Second, focus on building new, civilized, professional farmers, digital farmers, performing well the central and central role of agricultural development, rural economy, and new rural construction. Along with that, the Associations at all levels aim to build new farmers in conjunction with supporting the development of specific economic models, in order to achieve the goals: New farmers - intellectualization; digital agriculture - value chain; green rural areas - good security.
Third, continue to perform well the role of a bridge between farmers and the Party and the State, increase listening, collect the opinions, thoughts and aspirations of farmers to make recommendations and reflections to Party committees and authorities at all levels, participate in monitoring and social criticism.
Fourth, focus on building a team of Association cadres with sufficient capacity and qualities, being the core core, coordinating the unified and effective implementation of tasks in the Fatherland Front, meeting the requirements of a new apparatus and a 2-level local government model, in the spirit of thoroughly grasping the direction of General Secretary To Lam at the first Congress of the Fatherland Front Party Committee and central organizations.
Entering a new stage of development, Vietnam Farmers' Associations at all levels agreed to act within the Vietnam Fatherland Front, continue to coordinate in building and consolidating the great solidarity bloc with the nation in conjunction with the implementation of the Association's specific and core tasks, contributing to the successful implementation of the country's development goals until 2030 when our Party celebrates 100 years of establishment, realizing the vision to 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.
