At about 10:20 a.m. on August 26, while on duty at the Nguyen Trai - Nguyen Xien intersection, the working group consisting of Major Nguyen Ngoc Tu and Captain Dinh Van Dat - Officers of Road Traffic Police Team No. 7 (Traffic Police Department, Hanoi City Police) - discovered an old man showing unusual signs, sitting alone in the rain. The old man was purple and purple from the cold, next to two plastic bags containing clothes and personal documents.
Immediately afterwards, the working group approached and kindly asked for information.

Through inspection, the working group identified him as L.Q.T (born in 1941, residing in Lac Long Quan, Tay Ho ward, Hanoi). Among the personal documents he brought with him was a party membership card with 47 years of Party membership.
The working group took the old man to a dry place to rest, and at the same time reported to the unit Command to quickly contact the Tay Ho Ward Police to verify and find him relatives.
At 12:15 on the same day, Mr. L.Q.A (born in 1975, the old man's son) was present and picked him up safely.
On behalf of the family, Mr. L.Q.A sent his deep gratitude to the traffic police officers who promptly discovered, supported, and helped his father in the conditions of heavy rain and strong winds.
