In the journey to build and defend the country, the Vietnamese people always find guidance light from the spirit of great national unity. Today, that spirit continues to be fostered and promoted, spreading strongly in every breath of life of the country.
November 18 every year is the National Great Unity Festival. This is an opportunity for each family and each community to promote the role and strength of great solidarity; solidarity right in each family and each community, to multiply into the strength of the entire nation to bring the country into a new era of development.
At the 1st National Assembly Party Congress, term 2025-2030, Secretary of the Party Committee of the Ethnic Council, Chairman of the National Assembly's Ethnic Council Lam Van Man stated that great national unity is a precious tradition, an important and consistent strategic guideline of the Party; a great source of strength, a decisive factor in the successful cause of building and defending the Fatherland.
The 2013 Constitution affirms "Ethnic groups are equal, united, respect and help each other develop together; strictly prohibit all acts of discrimination and division" and "The State implements comprehensive development policies and creates conditions for ethnic minorities to promote their internal strength and develop together with the country". The Party has issued many resolutions, directives, and conclusions on ethnic work, promoting the will and strength of great national unity.
The law on gathering and promoting the strength of great national unity and the people's mastery is increasingly improved, thereby, the National Assembly indirectly strengthens the great national unity bloc by creating mechanisms for social components, including ethnic and religious groups, participating in the political system and protecting their legitimate rights and interests. The coordination between the National Assembly and the Fatherland Front creates a dual mechanism in listening and representing the aspirations of the people.
The Chairman of the Ethnic Council said that it is necessary to have a policy of prioritizing investment in ethnic minority and mountainous areas to implement the Resolutions of the newly issued Politburo; identified this as an important basis and premise for ethnic minority and mountainous areas to overcome all difficulties and challenges, turning potential into a practical strength, and develop to join the country in a new era of national development.
Build practical social security policies, ensure equal access to education, healthcare, culture - society, and national resources; create many jobs and livelihoods for people to escape poverty, become rich sustainably with the spirit of not leaving anyone behind in the country's development process.
The Secretary of the Party Committee of the Ethnic Council affirmed that promoting the spirit of great national unity, ensuring equality between ethnic groups, respecting and helping each other develop together is one of the key factors contributing to the successful implementation of the goal of Vietnam being a developing country with modern industry and high average income by 2030, and becoming a developed country with high income in the direction of socialism by 2045.
National Assembly delegate To Thi Bich Chau (HCMC delegation) found that compared to the 2013 Constitution, the amendments and supplements related to the Vietnam Fatherland Front (VFF) in the Resolution amending and supplementing a number of articles of the 2013 Constitution show that the role of the VFF in Vietnam is more important, implying the addition of new, heavier tasks to the VFF.

The development goal also identifies: "For a peaceful, independent, democratic, rich, prosperous, civilized and happy Vietnam".
However, regarding goals, targets, groups of tasks and solutions, there are still general issues, and it is not clear whether the criteria for determining the level of happiness and the happiness index of people, communities and families are satisfactory.
The delegate suggested that it is necessary to pay attention to, determine, and supplement targets and indicators on happiness in the draft documents of the 14th National Party Congress. Clarifying the tasks and solutions to build a happy life for people. Accordingly, we should focus on giving specific indicators of satisfaction and satisfaction with ourselves, our families, and the community: villages, communes, hamlets, neighborhoods, agencies, etc. When the indicators show that people are satisfied in the relationships around them, we will have a happy country.
In addition to happy individuals, we must also focus on building happy families. In fact, income may increase, the means of serving human life are increasingly complete and essential, but if the relationship between people in each family, the relationships between people in each community, each village and village are not satisfactory, then happiness is not certain.
We need to pay attention to how to build a safe and happy environment. Happiness in the working environment is also set, if each agency, business, and organization can determine the content of a happy working environment, it will be a great motivation for people to be more united, love each other more, and contribute more.

National Assembly delegate Tran Khanh Thu (Hung Yen delegation) said that the highlight of the draft documents of the 14th National Party Congress is that for the first time, the goals and targets have been developed in conjunction with a specific action program, demonstrating an important step forward in overcoming the situation of "good resolutions but difficult to implement". Vietnam's happiness index has increased by 37 places in the past 5 years
The report of the Government Party Committee at the 1st Government Party Congress, term 2025-2030 said: The total amount of social security expenditure (including national target programs) reached 1.1 million billion VND, accounting for about 17% of the total state budget expenditure for the period 2021-2025.
The total expenditure on disaster prevention and recovery support from the central budget reserve reached VND47,200 billion, accounting for about 27% of the total central budget reserve expenditure. Public debt will decrease from 44.3% of GDP in 2020 to about 35% in 2025.
By the end of 2025, 3,245 km of expressway (exceeding the target of 3,000 km) and 1,711 km of coastal road (exceeding the target of 1,700 km according to the Resolution of the 13th National Party Congress) will be completed; basically completing Long Thanh International Airport Phase 1; striving to start construction of the Lao Cai - Hanoi - Hai Phong railway line.
