The congress was attended by leaders of the Central Committee of the Vietnam Farmers' Union, leaders of Lao Cai province and 295 official delegates representing over 220,000 members of the Farmers' Union in the province.
The Congress took place in a special context, when Lao Cai was officially established on the basis of merging the two provinces of Yen Bai and Lao Cai (old), at the same time the entire political system is implementing the organizational arrangement, implementing the two-level local government model.

The establishment of the Farmers' Association of Lao Cai province from July 1, 2025 is not only a milestone in organization, but also opens up new development space for the farming class in the restructuring process of the Northwest region.
With the motto "Solidarity - Democracy - Innovation - Cooperation - Development", the Congress summarized and evaluated the results of the association and farmers' movement work in the period of 2023-2025; at the same time, determined the direction, goals and tasks for the 2025-2030 term, aiming to build Lao Cai into a growth pole, a center for international trade connections, developing according to the orientation of "Green, harmonious, unique, happy".

In the 2023-2025 period, agriculture will continue to affirm its supporting role of the provincial economy with an average growth rate of 4.76%/year; the value of agricultural, forestry and fishery products will reach 82 million VND/ha. Farmers' production thinking has clearly shifted from small-scale production to the agricultural economy, gradually forming specialized areas for growing commodities such as rice, fruit trees, tea, cinnamon, medicinal herbs, mulberries.
Farmers account for about 76% of the province's population, living mainly in rural, mountainous areas, and ethnic minority areas. The role of farmers as subjects is increasingly affirmed through emulation movements for good production and business, building new rural areas, developing the collective economy, preserving cultural identity and ensuring security and order at the grassroots level.

Speaking at the congress, Mr. Nguyen Xuan Dinh - Vice President of the Central Committee of the Vietnam Farmers' Union - agreed with the goals, directions, tasks and solutions for the 2025-2030 term and emphasized the need to innovate the organization of emulation movements, taking good farmers to produce, do business and develop the collective economy as the core; increase capital support, science and technology, and connect the market.

Mr. Hoang Giang - Standing Deputy Secretary of Lao Cai Provincial Party Committee - hopes that Farmers' Associations at all levels need to continue to strongly innovate propaganda and mobilization work; promote the role of farmers; build a streamlined and effective association organization; take the movement of farmers to produce, do business well and develop the collective economy as a pillar; promote digital transformation, apply science and technology; enhance the role of supervision, social criticism and be a solid bridge between farmers and the Party and the government.

The Congress announced the decisions of the Central Committee of the Vietnam Farmers' Union on appointing the Executive Committee and the Standing Committee of the Lao Cai Provincial Farmers' Union, term I. Mr. Nguyen Chuong Phat was appointed to hold the position of Chairman of the Lao Cai Provincial Farmers' Union for the 2025-2030 term.
