For businesses to invest in employee initiatives as a reasonable cost
On the afternoon of August 15, the forum "Promoting the creative potential of workers" took place at the Vietnam - Russia Friendship Labor Cultural Palace.
Speaking at the forum, Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front emphasized that the opinions expressed at the multidimensional forum, including many components, representing workers, scientists, businesses and management agencies, have provided us with a comprehensive view of issues related to promoting the innovation and creativity potential of workers.
First of all, it must be affirmed that the opinions have accurately reflected the current situation at the grassroots level. The opinions of brothers and sisters and representatives of businesses show the concern of the Party and State and the realization of policies for developing science, technology, innovation and creativity, especially since Resolution 57 of the Politburo was issued, there have been strong changes.
The spirit of innovation and creativity of workers is constantly being promoted, the whole country has appeared many models and solutions in creating an environment and favorable conditions to nurture, support and develop workers' ideas.
Through the stories discussed at the forum and more than that, creative stories that are not yet known and not discussed here, we are happy and express our admiration for the will, spirit, efforts to overcome difficulties, overcome adversity to innovate and be creative to do better, more effectively, and with better quality than our work of many workers and laborers.
The Chairman of the Central Committee of the Vietnam Fatherland Front pointed out that there are still many concerns and concerns, many questions are raised: Why are many workers not creative and afraid to innovate in their work? Why do workers have ideas but dare not say them? Why don't businesses have a mechanism to encourage and protect creators? Why haven't creative ideas been realized, and have not been nurtured to take root and plant the potholes?
Mr. Do Van Chien raised the issue of what is really the biggest barrier and difficulty for workers in the process of innovation? Why are Vietnamese workers highly appreciated by international friends for their diligence, eagerness to learn, lightheadedness and great aspiration to rise up, but in reality, our country's labor productivity is still low, income is not commensurate with the efforts put in, our country is still not a developed country with many resources...
The questions are very simple and everyday but are also the thoughts, concerns, and concerns of many generations of Party and State leaders and many generations of Vietnamese people. The issues raised very frankly today are also institutional bottlenecks, which the Party and State, headed by General Secretary To Lam, have repeatedly emphasized that need to be resolutely resolved to unblock new sources of creativity.
Through the forum, Mr. Do Van Chien said that he will forward the proposals of the delegates to relevant agencies, truly considering innovation among workers and laborers as an important component of the national science and technology development strategy.
Study and amend legal policies, especially tax and financial policies so that businesses can invest in employee initiatives as a reasonable cost.
Enhance the role of the enterprise's science and technology fund in supporting practical creative ideas; build a coordination mechanism between enterprises - trade unions - scientists - vocational schools - the state to form a truly innovative ecosystem, closely linked and highly feasible, continuously developing.
Mr. Do Van Chien suggested that the Vietnam General Confederation of Labor fully absorb opinions and proposals at the forum to conduct research, proposals, comments, participate in developing and perfecting legal policies, and share creative values.
Adding bonuses based on profit value to collective labor agreements
The Chairman of the Central Committee of the Vietnam Fatherland Front shared that Resolution 57 of the Politburo was invested in, researched very carefully and summarized from theory and practice. In which, bottlenecks, barriers, and problems were discovered and policies were proposed for overcoming. We have legalized these issues and implemented them according to the policy.
An important issue mentioned and raised in the resolution is accepting risks in scientific research. This is a very new point in the resolution.
From the success of today's forum, Mr. Do Van Chien suggested that the Vietnam General Confederation of Labor continue to study organizing forums or similar forms every year or every few years on practical topics directly related to union members and workers with more improvements and innovations in approach as well as content and form.
"Union members, workers and laborers will proactively and enthusiastically contribute many enthusiastic opinions to the Party and State not only in the field of innovation and creativity but also more widely in the process of policy making, implementation and important work of the country. The Party and the State always respect and listen to the contributions of brothers and sisters, said Mr. Do Van Chien.
The Chairman of the Central Committee of the Vietnam Fatherland Front also called on businesses and employers to pay attention to investing in scientific and technological innovation, caring for, building sustainable, high-quality human resources; creating all favorable conditions and environment, encouraging, and giving worthy rewards to employees who are creative, dedicated, and contribute to the benefit of businesses, society, and the country.
In particular, it is necessary to include bonuses based on profit value in collective labor agreements between enterprises and employees. He emphasized that this is very correct and deserved. When doing good things for companies, businesses, the State and society, we must be rewarded worthyly.
Mr. Do Van Chien called on workers and laborers nationwide: Once creative - let's be more creative! Innovation - let's innovate more! Go beyond yourself. Continuously study, improve digital skills, foreign language skills and soft skills, actively participate in the "digital education" movement, master technology to become "pioneering soldiers" in the digital and artificial intelligence era!
