On June 8, the IX National Congress of the Vietnam Farmers' Union, term 2026 - 2031, solemnly opened, with nearly 600 outstanding delegates, representing about 10 million officials, members, and farmers nationwide attending the Congress, with the spirit of "Solidarity - Democracy - Breakthrough - Cooperation - Development".
Summarizing the results of implementing the Resolution of the VIII National Congress of the Vietnam Farmers' Union, term 2023 - 2028, Standing Vice Chairman of the Central Committee of the Vietnam Farmers' Union Phan Nhu Nguyen said that the IX National Congress of the Vietnam Farmers' Union takes place in the context of the country entering a new era. The entire Party, people, and army are actively implementing the Resolution of the XIV Party Congress and the Resolutions of the Politburo.
Farmers' Associations at all levels and the Vietnamese farming class are making efforts to implement the Resolutions of the Party and the Politburo, especially Resolution 46-NQ/TW dated December 20, 2023; Resolutions of the Government; Resolution of the VIII Congress of the Vietnam Farmers' Association, term 2023-2028 and Resolution of the Congresses of Farmers' Associations at all levels, term 2025-2030.
Regarding the results of the Association's work and the farmers' movement: Propaganda and political and ideological education for officials, members, and farmers have been innovated, improved in quality, and diversified in form through the organization of conferences, model building, branch activities, association groups, clubs, contests, cultural and artistic activities (reaching 118.1% of the plan).
The organizational structure of the Associations at all levels continued to be consolidated, streamlined, operated effectively, and the quality of the staff and members was improved. The arrangement of the organizational structure of the Association directly under the Vietnam Fatherland Front was carried out drastically and synchronously. The work of training and fostering cadres was concerned, reaching 156.3% of the plan.
The content and methods of Association activities have many innovations, the quality and efficiency of activities have been improved, strongly oriented towards grassroots levels; the focus is on building mechanisms and policies, advising and submitting to the Prime Minister for approval 4 projects, creating a basis and resources for Association levels to innovate the content and methods of operation, especially in supporting members and farmers to promote cooperation, linkages, develop production and business effectively, safely, and sustainably, and improve the qualifications of Association officials and farmers who are good at production and business.
The work of inspection, supervision, and disciplinary enforcement is carried out seriously, in accordance with regulations, promptly issuing enforcement documents (regulations, regulations, guidelines...), consolidating and strengthening inspection committees at all levels in accordance with the new organizational model.
Emulation and commendation work has been innovated, improved in quality, promptly amended and supplemented the Emulation and Commendation Regulations, and adjusted appropriately for emulation clusters after arranging administrative units. Successfully organized the VI Congress of Patriotic Emulation of the Vietnam Farmers' Union, major programs and events of the Union and participated in important events of the country.
The movement "Farmers emulate in good production and business, unite to help each other get rich and reduce poverty sustainably" has been innovated and improved in quality. Annually, 6.5 million households are mobilized to register (reaching 112.6% of the plan, exceeding 19.1% of the set target), of which over 3.4 million households achieve the title of good production and business at all levels (reaching 121.3% of the plan, exceeding 27.5% of the set target), many typical examples with good and creative initiatives and ways of doing things have appeared.
The work of mobilizing farmers to participate in implementing national target programs has been actively and effectively implemented. Farmers have donated over 530 hectares of land, contributed 4.6 million working days; built new and repaired over 3,500km of rural roads and inter-field canals; built 11,125 environmental protection models (reaching 282.9% of the plan, exceeding 12.3% of the term target), established 1,632 Farmer Environmental Protection Clubs, contributing to building new rural areas.
Activities to support and guide members and farmers to develop new agricultural production models, linkage and cooperation models according to the value chain, and effective economic models in agriculture and rural areas continue to be promoted.
Proactively coordinate with businesses and scientists to guide and support farmers in building and replicating 4,977 production models applying science and technology, biotechnology; develop cooperation models, value chain linkages, and build concentrated raw material areas associated with applying standard technical processes and production area codes.
Activities to guide and support members and farmers to participate in developing collective economic forms in agriculture and rural areas; cooperative groups and cooperatives applying high technology and digital transformation have achieved many positive results and breakthroughs. Promote the implementation of the emulation movement "Officials and farmer members actively participate in collective economic development in agriculture", implementing Decision 182/QD-TTg dated February 20, 2024 of the Prime Minister.
Activities to promote and consume agricultural products and goods for farmers continue to be promoted through 551 "Safe Agricultural Products Stores", organizing Festivals, agricultural - commercial fairs and exhibitions, connecting with commercial centers, supermarkets and wholesale markets; supporting 607.386 households to participate in e-commerce platforms (reaching 137.5% of the plan, exceeding 21.5% of the term target).
The supply of agricultural equipment and supplies to farmers has been effectively implemented, strengthening coordination with guaranteed enterprises to supply quality seeds and input materials to farmers in the form of interest-free deferred payment with over 417 thousand tons of various types of fertilizers, nearly 340 thousand tons of animal feed, and agricultural machinery.
Vocational training and fostering activities for farmers are concerned, proactively developing plans, directly and coordinating training for nearly 540,000 members and rural workers on knowledge of green, organic, circulatory, and management agriculture with diverse forms of direct learning, online learning, and model learning visits (reaching 116.3% of the plan, 43.1% of the term target).
Actively mobilize farmers who are good at production and business, excellent farmers to participate in training, vocational training, improve labor quality, and create job opportunities for farmers.
Credit and capital support activities for farmers are increasingly effective, the Farmers' Support Fund at all levels has been consolidated in organization and operation according to the provisions of Decree 37/2023/ND-CP, the Fund's capital increased by 904.3 billion VND (reaching 127.3% of the plan, exceeding 17.3% of the term target), raising the total capital at all levels to 5,523.4 billion VND.
Legal advice, dissemination, education, and legal aid for farmers have been strengthened, with nearly 2.5 million people consulted on legal matters and over 796 thousand people receiving legal aid. The transfer of advanced science, technology, high technology, and new technologies in production and business to members and farmers has been promoted through organizing training for over 2.8 million members, supporting and guiding the construction of over 4,900 model points.
