Comrade, in the joyful atmosphere towards the 14th National Party Congress, looking back at the 40-year journey of national renovation, what role has the farmer class affirmed as the "support" of the economy, especially the miracles in agricultural exports that we have achieved in 2025?
- Throughout the construction, development and renovation of the country, the Vietnamese farmer class has made great contributions, increasingly affirming its role as the subject, the center in agricultural development, rural economy, new rural construction, contributing to bringing our country to rapid and sustainable development.
We can review the outstanding and breakthrough contributions of the peasant class in 40 years of building and renovating the country, which is contributing to ensuring food security, developing agriculture in a modern direction, and enhancing the country's position.

Right from the early years of the renovation period, implementing the Party's guidelines and policies on agricultural development (Directive 100-CT/TW dated January 13, 1981 of the Secretariat of the Party Central Committee, Resolution 10-NQ/TW dated April 5, 1988 of the Politburo), farmers have promoted their role and spirit of self-reliance in production, bringing our country from a food shortage to meeting domestic needs, having reserves and becoming a food exporting country.
With the correct guidelines and policies of the Party on agriculture, farmers, and rural areas, typically Resolution 26-NQ/TW of the Party Central Committee (10th term), Resolution 19-NQ/TW of the Party Central Committee (13th term) has opened a new stage of development; farmers have promoted their role as subjects in converting crop and livestock structures; quantitative production thinking is gradually replaced by the goal of increasing product value.
Cooperation and production linkages according to the value chain, application of high technology, green, organic, circular, and safe quality agriculture tend to increase. Large, concentrated commodity production areas are formed with many key national products such as rice, coffee, cashews, pepper, tea, pangasius, shrimp..., changing and creating new production methods, promoting the development of processing and service industries.
A part of farmers have been proactive and creative in transforming production models, bringing high efficiency, becoming good production and business examples. Through the "Farmers emulation for good production and business, solidarity to help each other get rich and sustainably reduce poverty" movement, it has aroused the aspiration to rise up, promoting the spirit of hard work and creativity of farmers, thereby millions of households from poor to have enough to eat, from well-off to becoming rich.

In the past 5 years, the number of households with income over 500 million VND/year has tripled, and the number of households with income over 1 billion VND/year has doubled compared to the previous 5 years. Many people with favorable conditions have broken through, quickly becoming rich with tens of billions of VND in revenue, gradually forming a professional class of farmers.
The efforts of farmers to rise up and innovate have contributed to bringing agriculture to comprehensive development, becoming a pillar of the economy, firmly ensuring national food security, bringing Vietnam from a place where people are hungry and lacking many essential necessities, to now becoming a developing country with a high average income, one of the agricultural exporting powers, maintaining a leading position in the world in many key commodities, goods are present in nearly 200 countries and territories, achieving a new record with export turnover of 62.5 billion USD in 2024 and reaching 70.09 billion USD in 2025, of which our country's ST25 rice was 3 times honored as "Best Rice in the World" in 2019, 2023 and 2025, enhancing the country's position in the international arena.
Comrade, not only contributing to the economy, farmers are also key forces in building new rural areas and preserving cultural identity; and actively participating in ensuring national defense and security. How do you assess these contributions?
- With the virtue of endurance, hard work, daring to think, daring to do, a part of farmers and fishermen have proactively learned the profession, gradually changed careers, developed diverse trade and service activities to support production, serve people's livelihoods, develop the rural economy, bringing the number of production and business establishments in rural industries to increase by an average of 0.8-1%/year. The "farmers teach farmers" model is increasingly spreading, practically effective, creating livelihoods, career changes, helping many households rise out of poverty.
In the past 5 years, good production and business farmers have supported, passed on professions, and helped over 815 thousand poor households, households with difficult circumstances in terms of plants, breeds, and agricultural materials worth over 6.72 trillion VND; over 108 thousand farming households have escaped poverty and are rising to get rich; contributing to building thousands of houses of gratitude, houses of gratitude, farmer shelters and helping over 1.2 million poor households have more resources to develop production; contributing hundreds of billions of VND to local funds; spreading the spirit of "mutual love" in the rural community.
Many new production and business models have been formed, creating a premise for the development of new production forces in rural areas, contributing to increasing the average income of rural residents in 2025 to 7.2 million VND/month, 1.7 times higher than in 2020, reducing the multidimensional poverty rate by an average of 1.03%/year; narrowing the gap between rural and urban areas from 2.26 times in 2002 to 1.89 times in 2010 and by 2025 reduced to 1.39 times.
Along with economic development, farmers have promoted the cultural values of Vietnamese people, preserved national identity and cultural values, maintained social foundations and contributed to strengthening national defense and security.
Farmers are both the subjects of building and creating village regulations and conventions, and also the people who implement village regulations into life, creating traditional cultural values in rural areas, making cultural identity created, accumulated and passed down from generation to generation.
Rural areas are places where "the soul of the homeland, the love of the homeland" are deposited, farmers not only actively preserve national cultural identity but also spread the image of the country and people of Vietnam to international friends. The "village gates" have been and are wide open to welcome new cultural breezes, making rural culture increasingly rich and diverse, but no matter what, farmers are still the ones who promote the role and traditional cultural values in rural areas, contributing to making culture an important source and endogenous strength for rapid and sustainable development of the country.
In addition, farmers are always an important force participating in ensuring national defense and security, building and consolidating the all-people national defense posture associated with the people's security posture. In border areas, farmers participate in coordination with the Border Guard to patrol and protect border lines and landmarks; provide information and denounce crimes to functional forces, both participating in protecting territorial sovereignty and maintaining political security, order, and social safety.
Grassroots crime prevention models and clubs such as "Three Safes", "Hamlet 4 No", "Self-managed security and order", "Self-managed and self-defense farming groups" contribute to ensuring social order and safety. These contributions have contributed to creating a national defense of the whole people associated with our country's people's security posture to develop both in breadth and depth, affirming the "root" foundation that determines the creation of national comprehensive strength, which is a solid "people's heart posture" in which a large number of farmers are present.
Comrade, the 14th Party Congress identified the new era as the era of national rise with the driving force being science and technology, innovation and digital transformation. What will the Farmers' Association do to implement the goal of "informing farmers", building a generation of "digital farmers" capable of mastering technology as well as promoting the role of farmers in building new rural areas in the coming period?
Entering a new era, developing culture, people are the foundation, taking people as the center, taking science, technology, innovation and digital transformation as the driving force and breakthrough of development; posing new issues and higher requirements, including agriculture, farmers, and rural areas.
To continue to promote and unleash the creativity of the peasant class in the era of national rise, contributing to realizing the goal of building and developing a rich, prosperous, civilized, and happy country; The Vietnam Farmers' Union accompanies the peasant class to continue to promote the spirit of solidarity and joint efforts to contribute to the successful implementation of the Party's guidelines, policies, and goals of the 14th Party Congress, focusing on a number of orientations and contents as follows:
First, improve the mastery of farmers in agricultural and rural economic development; build new farmers, develop comprehensively, civilized, socially responsible, respectful of the law; strongly awaken the tradition of patriotism, bravery, intelligence, national self-reliance and self-strengthening spirit, aspiration to rise up, and legitimate enrichment of "pioneering soldiers on the agricultural front", "entrepreneurs of the land". Focusing on the following contents:
Propagate and mobilize farmers to well implement the "3 pioneers": (1) Pioneering poverty escape and emulation to get rich, (2) Pioneering to become civilized and professional farmers, (3) Pioneering green, sustainable production, digital transformation. Raising awareness, awareness of law compliance, labor discipline, professional ethics, responsibility to the community and society of farmers in production and business to ensure food safety.
Improving the qualifications and capacity of farmers associated with supporting startups, innovation, digital transformation, cooperation, and value chain linkages; focusing on training and fostering knowledge for good production and business farmers, outstanding farmers with sufficient capacity to become chairmen and directors of cooperatives and small businesses in rural areas, which are the nucleus to promote the process of "cultivating farmers", the core for establishing businesses operating in the agricultural sector.
Promote the construction of ecological agriculture, green agriculture, resource saving and emission reduction models; organic agriculture, circular agriculture, smart agriculture, high technology, digital technology; combined agriculture with industry and services; urban agriculture in the direction of "green cities", "ecological urban areas"; develop diverse models of cooperation, production and business linkages according to the value chain.
Second, Improve the quality and effectiveness of farmers' movements, focusing on the movement "Farmers emulation for good production and business, solidarity to help each other get rich and reduce poverty sustainably", the movement "Cadres and members of farmers actively participate in collective economic development in agriculture"; promote the effectiveness and replicate models of branches and professional Farmers' Association groups, associated with promoting consulting and support activities for farmers in the direction of digital transformation, food safety standards, ensuring "green - clean - traceability", building brands and "passports" for agricultural products.
Promote the establishment of Farmers' Clubs (Excellent Farmers' Production and Business Club, Farmers' Club with Law, Farmers' Science and Technology Club, Farmers' Club for Environmental Protection), replicate models "Village Cleanliness, Beautiful Fields", "Lighting Up Rural Areas", "Farmers' Plants", "Environmentally Friendly Trash Binders", "Advanced Farmers' Community", "Equal and Happening Farmers' Families"... Form plastic waste-free residential communities, build rural areas "bright - green - clean - beautiful", promote traditional cultural values associated with rural tourism development.
Third, propagate, mobilize, and guide farmers to implement democracy well at the grassroots level, actively participate in building the Party and government, promote the strength of the great national unity bloc, focus on organizing "Monday of Listening to the People", "expanding substantive democracy so that farmers are informed, discussed, done, supervised, and inspected"; focusing on a number of contents:
Strengthen the organization and improve the quality of conferences and dialogue forums between government leaders, ministries, branches, Party committees, and authorities at all levels with farmers; forums "Listening to farmers speak" to remove difficulties and obstacles, promote production and business development; connect farmers with businesses, scientists and the state, participate in supervision and social criticism, and promote the role of farmers in participating in building the Party and government.
Fourth, the Farmers' Association must truly be a "partner of farmers", in which strongly innovate the operating methods of the Association in accordance with the new organizational structure model, ensuring unity and synchronization in the Vietnam Fatherland Front; promote the core values and characteristics of the Association organization to continue to effectively implement the Party's guidelines and policies.
All activities of the Association take farmers as the center, subject, goal and driving force for innovation, strongly oriented towards the grassroots level, associated with practical interests, protecting the legitimate and lawful rights and interests of farmers; measurable results, impact assessment; towards "green rural livelihood - digital agriculture - value chain - brand building - agricultural product consumption".
The Vietnam Farmers' Union and the Vietnamese peasantry believe that the thinking, vision, and strategic decisions of the 14th Party Congress will be realized, making our country a developing country with modern industry and high average income by 2030; becoming a developed country with high income in the socialist direction by 2045, standing shoulder to shoulder with the five continental powers as the wish of beloved President Ho Chi Minh and the aspirations of our entire nation.
