Promoting the advantage of being a locality with a friendly border with China, Quang Ninh province has strengthened and deepened cooperative relations with localities of neighboring countries, focusing on the Guangxi Zhuang Autonomous Region. Through mechanisms such as "Spring Meeting" and the Joint Working Committee between 4 northern provinces of Vietnam and the Guangxi Zhuang Autonomous Region, the two sides signed 5 Memoranda of Understanding and 11 Memorandums of Understanding on cooperation in many fields. The province also maintains and expands relations with localities such as Fujian, Guangdong, Yunnan, Hainan, contributing to consolidating friendship and promoting cooperation in a substantive, stable, and long-term direction. In March 2026, within the framework of the 10th Vietnam - China Border Defense Friendship Exchange, held in Quang Ninh province and Guangxi Zhuang Autonomous Region, China, co-chaired by the Ministers of National Defense of the two countries, many activities have been implemented. The commencement of the Vietnam - China Friendship Health Station project in Hai Son commune is a specific and vivid proof.
The movement of twinning residential clusters on both sides of the border has been maintained and promoted effectively with 10 pairs of villages and hamlets of Quang Ninh twinning with 7 villages and hamlets of Guangxi, China and 2 communes of Binh Lieu district (old) twinning with Dong Trung town, Phong Thanh area.
In addition, Quang Ninh also maintains and consolidates the traditional friendship and special solidarity between the people of Vietnam and the people of Laos. The province tightens cooperation with 3 northern provinces of Laos based on signed agreements. Every year, the province implements scholarship programs for students from Hua Phan, Luang Prabang, and Xay Nha Bu Ly provinces to study at training institutions in the area. To date, the province has awarded 407 scholarships with a total budget of nearly 80 billion VND. Along with that, the province regularly organizes exchange activities, caring for the material and spiritual life of Lao students, especially during the Bun Pi May Tet holiday; supporting 56 billion VND from the budget to build public works in friendly localities. These specific, practical, and meaningful activities have contributed to fostering the traditional friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos from the foundation of people-to-people exchanges, further deepening the close relationship between Quang Ninh and the northern provinces of Laos.
Quang Ninh also expands exchanges, strengthens understanding and cooperation with people in localities around the world, contributing to promoting the image of the country, people and Quang Ninh province. From 2011 to now, Quang Ninh province has welcomed more than 700 international delegations with over 8,500 visitors to visit and work in the province; including many delegations from Sweden, Argentina, Japan, Germany, the French Republic, the United States... participating in activities for peace, solidarity and cultural exchange, linking people-to-people diplomacy with promoting cultural values, people, cooperation potential, investment and business environment of Quang Ninh province, thereby actively contributing to enhancing the prestige, position and image of the locality in the process of international integration.
