After operating the 2-level local government model, Vinh Tuong commune focused on implementing the Law on Implementing Democracy at the Grassroots level, associated with administrative reform, digital transformation, citizen reception and improving service quality.
Localities identify people as the subjects in the process of building government. Contents directly related to the community such as administrative unit arrangement, planning, public investment, site clearance, new rural construction, digital transformation are put forward for people to contribute opinions.
The commune also focuses on promoting the role of the Vietnam Fatherland Front Committee, the People's Inspection Board, the Community Investment Supervision Board and socio-political organizations.
At the Public Administration Service Center, 445 administrative procedures are publicized, including 224 full process procedures and 221 partial procedures.
Fees, charges, settlement deadlines and information on land, land acquisition, compensation, support, and resettlement are listed in many forms.
From July 1, 2025 to now, the commune has received 12,295 dossiers. Of which, 12,279 dossiers were submitted online, reaching 99.87%. The rate of dossiers resolved ahead of schedule reached 99.71%. The satisfaction level of people and businesses reached 97.07%.
The work of dialogue, citizen reception, handling complaints and denunciations and mediation at the grassroots level continues to be strengthened.
At the working session, the Supervisory Delegation requested Vinh Tuong commune to clarify the leadership and direction responsibilities of the head in implementing democracy.
Localities need to explain the basis for assessing the level of satisfaction of people and businesses; and point out the difficulties arising after the 2-level local government model is implemented.
The delegation also noted the resources and operating conditions of the People's Inspection Board and the Community Investment Supervision Board. The role of supervision and social criticism of the Fatherland Front and socio-political organizations needs to be promoted more strongly, especially with issues that directly affect the legitimate rights and interests of the people.
