Proactive and drastic in leadership and direction
According to Mr. Luong Duc Minh, Head of the Propaganda and Mass Mobilization Committee of Phu Tho Provincial Party Committee, for the Resolution of the 14th Party Congress to truly go into life, research, study, and thorough grasp must be organized seriously; deployed synchronously, inspected, supervised closely and concretized with practical action programs.
Thoroughly grasping that spirit, Phu Tho province has been proactive and creative in leading, directing, organizing research, learning, propaganda and implementing the Resolution, creating clear changes in awareness and action throughout the Party Committee and the political system.
Immediately after the Politburo issued Directive No. 01-CT/TW dated January 23, 2026 on researching, studying, thoroughly grasping, propagating and implementing the Resolution of the 14th National Party Congress, the Standing Committee of the Phu Tho Provincial Party Committee urgently issued Plan No. 25-KH/TU dated February 2, 2026, concretizing the tasks required by the Central Government.
The plan clearly defines the goals, requirements, progress, quality and responsibilities of each level and sector. The study and thorough grasp of the Resolution is required to be linked to the development of a specific action program, ensuring feasibility and suitability to the actual conditions of each locality and unit.
Up to now, 100% of communes, wards and Party committees directly under the Provincial Party Committee have developed plans to implement the Resolution, creating a premise to ensure unity in direction and organization of implementation from the province to the grassroots level.
Innovating learning and propaganda methods
Phu Tho focuses on innovating learning methods, thoroughly grasping, and expanding the target audience to all classes of people and workers. Diversified forms include online conferences combined with direct meetings, the application of the Electronic Party Member Handbook, thematic Party cell meetings, seminars, and discussions by field.
Along with that, the content of the Resolution is propagated through newspapers, radio, television, broadcasting systems, electronic information pages and social networks. The organization of conferences at nearly 800 bridge points with the participation of over 54 thousand party members creates a strong political effect, contributing to unifying awareness and action.
Learning materials are provided promptly through the internal Zalo group. The application of the Electronic Party Member Handbook, integrating Party documents, creates favorable conditions for cadres and party members to access, study and implement the Resolution.
Propaganda work on the Resolution was deployed synchronously by the province, focusing on the results and significance of the 14th Congress; the core contents of the Resolution; the action program and socio-economic development goals and tasks.
Promoted propaganda channels include newspapers, radio - television, Electronic Information Portal, social networks, panels, posters, electronic boards, along with cultural, sports and visual propaganda activities.
The province also organized an online contest to learn about the Resolution of the 1st Phu Tho Provincial Party Congress, term 2025-2030; issued Plan No. 31-KH/TU dated February 27, 2026 on organizing the Excellent Reporter and Propaganda Officer Contest in 2026. Thereby, contributing to improving the quality of propaganda, creating unity among cadres, party members and consensus among the people.
The Standing Committee of the Provincial Party Committee determined that inspection and supervision are key and consistent tasks to ensure that the Resolution is implemented substantively.
On March 17, 2026, the Standing Committee of the Provincial Party Committee issued Decision No. 339-QD/TU on specialized supervision of the implementation of the Resolution of the 14th Party Congress. Accordingly, 26 supervisory delegations were established, conducting supervision of 148 Standing Committees of Party Committees of communes and wards and 4 Party committees directly under the Provincial Party Committee.
The content of supervision focuses on implementing the Resolution of the XIV Congress and strategic resolutions; arranging the organizational structure, decentralization, and delegation of power; implementing socio-economic development tasks according to Action Program No. 08-CTr/TU dated December 29, 2025; implementing Resolution No. 57-NQ/TW dated December 22, 2024 on science, technology, innovation and digital transformation development.
Along with that, the province organized a conference to announce the supervision decision with 2,323 officials attending and issued Decision No. 342-QD/TU dated March 18, 2026, establishing a working group to assist.
The practical implementation of the Resolution of the 14th Party Congress in Phu Tho shows that the drastic and timely leadership and direction of the Party Committee is an important factor; innovating learning methods, thoroughly grasping and propagating to help the Resolution spread widely; learning must be associated with action and concretized by clear programs and plans. Along with that, it is necessary to strengthen inspection, supervision and promote the role of modern information and communication technology.
