On June 22, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide (5th time), the State Steering Committee for important national projects and works, key projects in the Transport sector (18th time); Promoting disbursement of public investment capital in 2025 (2nd time).
Speaking at the meeting, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that adjusting the target of completing the program to eliminate temporary and dilapidated houses by August 31, 2025 is completely feasible.
According to Mr. Do Van Chien, in the past, the biggest difficulty was lack of funding, but up to now, this problem has been addressed by the Prime Minister.
I believe that this afternoon, the Prime Minister will sign a decision to allocate funds according to the proposal of the Central Committee of the Vietnam Fatherland Front and the Ministry of Ethnic Minorities and Religions, so that the funding will be basically completed said Mr. Do Van Chien.
Regarding human resources, according to the Chairman of the Central Committee of the Vietnam Fatherland Front, the Ministry of National Defense and the Ministry of Public Security have stepped in to support provinces facing many difficulties.
For other localities, the Fatherland Front and socio-political organizations will continue to mobilize members, union members and people in the community to join hands to contribute.
I would like to report to the Prime Minister that mobilizing financial resources is difficult, but mobilizing workers and working days is completely feasible. With this consensus, we believe that we will complete the program on time on August 31, 2025 - Chairman of the Central Committee of the Vietnam Fatherland Front emphasized.
From the above issues, the Chairman of the Central Committee of the Vietnam Fatherland Front made 2 proposals.
First, organize a summary, commend localities and units that have implemented well and express gratitude to organizations and individuals, especially financial institutions, who have made many practical contributions to the program to support the elimination of temporary and dilapidated houses.
Research on separating the two national target programs from the statistics of the program to support the elimination of temporary and dilapidated houses; pay more attention to the housing group for people with meritorious services.
Second, it is recommended that the Government and the Prime Minister be given the right to adjust all capital sources spent in the state budget that have been allocated by the National Assembly to ministries, branches and localities, to ensure flexibility and timeliness in organization and implementation.
According to Mr. Do Van Chien, there are some difficulties that need to be overcome in the process of disbursing public investment capital.
These are many projects that are slow to disburse due to poor quality investment preparation. There are projects that are not eligible but are still allocated capital.
With the organization of a two-level local government model, information from the grassroots level can now reach the Prime Minister very quickly, creating very favorable conditions for the Government to promptly operate and direct.
Concluding the meeting, the Prime Minister requested ministries, levels, branches, localities and the entire political system to be determined to complete the set goals, focusing on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025; including supporting housing for relatives of martyrs and people with meritorious services to the revolution before July 27, 2025.
