Promoting the role of supervision and criticism from the request to organize "Month of Listening to the People"
Speaking to direct at the 1st Congress of the Fatherland Front and Central Agencies, term 2025-2030 held at the end of September 2025, General Secretary To Lam proposed: "Organize the "Month of Listening to the People" at all levels and regions". This is also a solution to promote the people's right to mastery in all fields of social life.
Implementing the direction of the General Secretary, the Vietnam Fatherland Front has had many programs and actions to promote the promotion of democracy and the people's right to mastery; continue to propose institutionalizing a mandatory process to implement the motto "People know, people discuss, people do, people check, people supervise, people benefit".
Speaking at the 14th National Party Congress, Ms. Ha Thi Nga - Standing Deputy Secretary of the Party Committee of the Fatherland Front, Central Agencies, Vice Chairwoman, Secretary General of the Central Committee of the Vietnam Fatherland Front - said: "Periodically every year, the Vietnam Fatherland Front will organize the "Month of Listening to the People"; deploy independent assessment of the "Social Confidence" index at the provincial level; apply technology and digital transformation to promptly listen, expand connections, receive and respond to people's opinions through the "Digital Front" platform.
Listening to the people, especially creating conditions for people to supervise and criticize the process of implementing the Resolution is also a requirement. Speaking to direct at the National Conference to study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress on February 7, General Secretary To Lam emphasized the requirement: "The Vietnam Fatherland Front and socio-political organizations are responsible for promoting the role of social supervision and criticism and mobilizing "people and businesses to participate in the implementation of the resolution and supervision from the grassroots level to the Central level" through technology platforms. Supervision and criticism must go into substance, focusing on issues that people directly care about, bottlenecks in policy implementation and specific social impacts of the resolution. Promptly and truthfully reflect the opinions, aspirations and legitimate recommendations of the people so that the Party and State can adjust policies and guidelines to suit reality.
Supervision and criticism are both the rights and responsibilities of the people.
To improve the effectiveness of supervision and criticism in the new development stage of the country, one of the important tasks is to reform the organizational structure of the Fatherland Front and social organizations. There need to be specific mechanisms and policies for these organizations to exercise their supervisory power more strongly, not only in political issues, but also in social, environmental and development policies.
The important thing is to ensure the rights of the people in development policies. The Fatherland Front and social organizations need to have more widespread participation in building and criticizing policies before implementation. There also needs to be a mechanism to protect the rights of critics, and at the same time strictly handle acts that violate the legitimate rights of the people.
To ensure fairness, transparency and efficiency in implementing the policies of the Party and the State, controlling the power of State agencies, especially in the fields of resource management, environment, and infrastructure development, is necessary. The Fatherland Front and social organizations need to strengthen their powers and means to supervise these fields, in order to protect the environment, national resources and the rights of the people.
Promoting the role of supervision and criticism not only helps enhance transparency in the leadership of the Party and State, but also creates a fair and democratic society. Authorities at all levels need to proactively receive and create conditions for social organizations to participate more deeply in the process of management, administration and decision-making on important issues of the country.

The Resolution of the 14th Party Congress has set out directions and tasks to consolidate the great national unity bloc, in which building the Vietnam Fatherland Front is truly a political alliance organization, a voluntary union of political organizations, socio-political organizations, social organizations and typical individuals in all classes, social strata, ethnic groups, religions and overseas Vietnamese. The Vietnam Fatherland Front, together with socio-political organizations, acts as the core for the people to exercise their right to mastery, implement supervision, social criticism, and contribute opinions to build the Party and build the government.
It can be seen that the Vietnam Fatherland Front and socio-political organizations play a core and very important role for the people to exercise their right to mastery, implement supervision, social criticism, and contribute opinions to build the Party and the political system. A very high requirement of the people is that supervision should not only stop at monitoring and recommending, but must aim to supervise the implementation of resolutions associated with the specific rights and interests of the people. From there, it sets out the requirement to strongly innovate the content and methods of supervision, towards grassroots levels, avoiding bureaucratization and formalization. Supervision is not about making more reports, but about going into issues that people are concerned about and directly concerned about; supervision must be associated with criticism and follow-up to the end of receiving and handling recommendations from competent authorities.
The supervision of the Vietnam Fatherland Front, socio-political organizations and people is not only aimed at detecting errors, but more importantly, ensuring that the resolution is implemented in the right direction, in accordance with the goal of "for the people". This is a vivid manifestation of the nature of the socialist rule-of-law state.
