Heavy damage

In Cao Bang, the past week has been considered a "flood escape week" when the locality has been submerged in water twice. According to statistics, by October 9, floods had killed 7 people, injured 5 people, and collapsed more than 14,000 houses, blown off roofs or deeply flooded. More than 11,000 hectares of rice and crops were buried and broken; thousands of livestock and poultry were swept away, with an estimated economic loss of more than VND3,000 billion.

The total estimated damage is more than 1,050 billion VND. Currently, functional forces are urgently reinforcing dams, clearing traffic routes and checking the safety of dams and hydropower plants across the province.

According to the Office of the National Civil Defense Steering Committee, the Ministry of National Defense has mobilized 13,755 officers, soldiers and 534 vehicles of all kinds to participate in overcoming the consequences of storm No. 11.

The Military Department of Medicine (General Department of Logistics and Technology) has just organized the donation of flood and storm prevention and control equipment and essential medical equipment to support armed forces and people in localities to overcome the consequences of natural disasters, ensuring timely care, emergency care and treatment. In Thai Nguyen, Regiment 209 (Division 312, Army Corps 12) sent 200 officers and soldiers with motor boats, life jackets, and rescue ropes to the scene.

In That Khe and Quoc Viet communes, Lang Son province, by the morning of October 10, after helping people clean up streets, houses, and classrooms, the Border Guard continued to support more than 2,000 people to evacuate before returning to normal life.

In Bac Ninh province, floods have caused flooding of more than 4,500 hectares of rice, crops, 43 roads, and 54 spillways. In that situation, the Military Command of Bac Ninh province mobilized more than 2,800 officers, soldiers, militia and soldiers stationed in the area, urgently participating in evacuating people, transporting necessities, food and provisions to deeply flooded areas.

To date, the Army units have coordinated to evacuate over 6,000 households. Not only saving people, the army also helped people move more than 10,000 poultry, thousands of cattle, transporting rice, rice, and tools to dry places.

Along with the Army, police units in provinces affected by floods have also been present in time at all hot spots.

Typically, in Lang Son province, in the face of flooding in some communes and many households being isolated in deeply flooded areas, Lang Son Provincial Police have established many working groups led by leaders of the Provincial Police to inspect and direct rescue work in flooded communes.

Hundreds of police officers and soldiers along with many vehicles, boats, rescue tools and equipment were present in areas deeply flooded by floods. In That Khe commune alone, the police force rescued 38 people (including 4 elderly people, 34 women, children) along with many objects and properties from the dangerous deeply flooded area to a safe place.

In Thai Nguyen province, along with ensuring 100% of the number of troops, Thai Nguyen Provincial Police mobilized more than 5,000 officers and soldiers of professional forces and more than 2,000 vehicles and equipment such as motor boats, canoes, boats, life jackets, cable cars... with the highest determination to ensure the safety of the people, minimizing damage caused by storms and floods.

Bac Ninh is a hot spot with 40 dike incidents

According to a quick report from the Department of Dyke Management and Natural Disaster Prevention and Control, as of 5:30 p.m. on October 10, storm No. 11 and post-storm floods have caused 49 dike incidents in provinces and cities.

Localities have handled the incidents and some incidents of water leaks in the early hours to continue to closely monitor. Some dykes of Cau River, Thuong River, and Ca Lo River in Thai Nguyen, Bac Ninh, and Hanoi provinces have had to organize flood prevention.

In Thai Nguyen, the Cau River dike has mobilized forces, materials, and means to build to prevent overflow to more than 1m on a length of more than 550m, due to the water level exceeding the dike peak by more than 1m. The Ha Chau dike has mobilized forces to handle the embankment to prevent the dike from overflowing with a length of about 2,000m. The Cha dike has mobilized forces to handle the embankment to prevent the dike from overflowing with a length of about 500m. In addition, Bac Ninh is still a hot spot with 40 incidents. In Hanoi, forces have been mobilized to handle 8 sections from K17+000 - K28+828 of the right dike of Cau with a total length of over 4,580m.

According to Hanoi's report on the morning of October 10, Hanoi has planned for people to evacuate on the spot, ensured by the communes, the Hanoi Capital Command, Army Corps 12, the General Department of Logistics and Engineering to ensure specialized military cars and motorboats to transport and supply food and provisions to the people. When evacuating to military and police units, the unit will ensure. The Ministry of National Defense is ready with a plan for a helicopter to provide timely support when it is completely isolated and cut off.

According to Mr. Nguyen Van Hai, Department of Dyke Management and Natural Disaster Prevention, Ministry of Agriculture and Environment, it is necessary to clearly understand the type of dike or embankment. These are dykes that only protect a small area, built to protect the area outside the riverbank (not the main dykes). These dykes are only designed to withstand floods at alert level II. When the water level exceeded alert level II, the water overflow was predicted.

Therefore, if there is an incident with the dike or embankment, the scope of impact is only limited to some small areas outside the main dike. The main dike is a dike in the central system that plays an absolute protective role for residential areas inside. Therefore, people need to understand clearly to distinguish and not worry too much when hearing information about dike breaches without a clear technical basis.
