On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Ms. Ha Thi Nga - Member of the Party Central Committee, Vice President - Secretary General of the Central Committee of the Vietnam Fatherland Front - signed and issued Plan No. 76/KH-MTTW-BTT on implementing the Emulation Movement "Innovation, development of science, technology, digital transformation, green transformation" in the Vietnam Fatherland Front system in the period 2026-2030.
The plan aims to concretize the emulation movement launched by the Prime Minister, associated with the Action Program of the Central Committee of the Vietnam Fatherland Front to implement the Resolution of the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031.
Step by step building a "Digital Front
The movement aims to create a competitive atmosphere among cadres, party members, union members, association members and people from all walks of life, promoting the application of science, technology, innovation, digital transformation, and green transformation in social life.
One of the key contents is the strong application of information technology, digital transformation in professional activities, gradually building the "Digital Front"; developing safe, synchronous, and effective digital infrastructure throughout the system.
The Vietnam Fatherland Front at all levels also promoted the movement "Digital literacy", popularized community digital skills; improved the effectiveness of channels to receive and synthesize opinions and recommendations of the people on digital platforms.
The movement also focuses on promoting the role of gathering intellectuals, scientists, businesses, entrepreneurs, and overseas Vietnamese to participate in science and technology development, innovation, digital transformation and green transformation.
In the field of environment, the Front will integrate "green" criteria into campaigns and patriotic emulation movements in residential areas; promote building a green lifestyle, protecting the environment, and responding to climate change.
The plan requires the content of the emulation to be specific, focused, key, clearly defining goals, tasks, solutions and results, "taking practical efficiency and people's satisfaction as a measure".
Expanding effective models and initiatives
For collectives, emulation criteria focus on initiatives and solutions to implement the "Digital Education for All" movement, popularize basic digital knowledge and skills for people; build and maintain effective "Digital Front" models.
Units are also required to innovate propaganda methods, proactively grasp people's thoughts and public opinion through digital channels; implement supervision, social criticism, and contribute opinions to build mechanisms and policies related to science, technology, innovation, digital transformation and green transformation.
For individuals, the requirement is to proactively learn, improve digital capacity, apply digital technology in work, and have initiatives or new ways to improve operational quality.
The results of the movement will be included in the criteria for annual evaluation, scoring, and ranking of emulation.
According to the roadmap, in 2026, organize the deployment and construction of pilot models; in the 2027-2029 period, organize implementation, inspection, supervision, preliminary review and replicate models; in 2030, summarize, evaluate results, commend and reward typical collectives and individuals.
